Detailed Description

Breede Valley Municipality, based in Worcester in the Western Cape, is inviting tenders for the provision of alien and invasive vegetation clearing services within its jurisdiction for a contract period ending 30 June 2029. The tender is framed as a maintenance services contract, under which the appointed service provider will carry out the clearing of alien and invasive plant species on municipal land. The tender notice is Breede Valley Municipality reference BV 184/2026 (Supply Chain Management reference SC 18/2026). Bid documents may be collected in hard copy from the Supply Chain Management Offices at 51B Baring Street, Worcester, for a non-refundable fee of R230 per set, or obtained electronically free of charge on request. Documents become available from Monday, 9 November 2026.

Eligibility is strictly controlled. Only service providers that comply with the Compensation for Occupational Injuries and Diseases Act (COIDA) are eligible to submit tenders, and a valid letter of good standing from the Department of Employment and Labour must be submitted with the tender. Failure to provide this proof results in automatic disqualification. A compulsory clarification meeting will be held on Tuesday, 17 November 2026 at 11:00 in the SCM boardroom, Supply Chain Building, 51B Baring Street, Worcester. Late arrivals after 11:15 will not be admitted. The municipality prefers that senior company staff or contract managers attend, as the tender specifications, scope of works, execution phase, expectations and possible amendments will be discussed in detail. Attendees will then be taken to the site for a site visit. Bidders are advised to attend in order to understand the specifications and submit a responsive tender.

Sealed tender offers, clearly marked with the bid number and description, must be placed in the tender box at Breede Valley Municipal Credit Control offices, 53 Baring Street, Worcester, no later than 11:00 on Friday, 11 December 2026. Bids submitted by telephone, telegraphic, telex, facsimile, electronic or email methods will not be accepted, and late bids will not be considered. The municipality applies its Supply Chain Management Policy under the Municipal Finance Management Act and the Preferential Procurement Policy Framework Act, using the 80/20 preference point system. The municipality does not bind itself to accept the lowest or any tender and may accept more than one tender or part of a tender. Bids from persons in the service of the state will not be considered. Enquiries on bidding procedures and bid documents should be directed to the Supply Chain Management Unit (Mr V. Mondi, 023 348 2947, vmondi@bvm.gov.za, or Mr T. Brown, 023 348 2956, tbrown@bvm.gov.za). Technical enquiries should be directed to the Manager: Facilities, Parks and Building Maintenance (Mr C. Smal, 023 348 2651 / 072 806 6529, csmal@bvm.gov.za) or the Senior Manager: Public Works (Mr A. Moerat, 023 348 2654 / 076 508 4708, amoerat@bvm.gov.za).

Suitable Businesses

This tender suits vegetation management and alien clearing contractors, land management and environmental maintenance companies, and general grounds maintenance firms with experience in invasive species removal. Businesses must hold a valid COIDA letter of good standing to be eligible, so they should confirm compliance before bidding. Companies able to send senior staff or contract managers to the compulsory clarification meeting on 17 November 2026 and to the site visit will be best placed to submit a responsive bid. Businesses with Worcester or Breede Valley operational capacity, and those that can benefit from the 80/20 preference system, are likely to be particularly competitive. Persons in the service of the state are excluded from bidding.
