The CCMA is seeking a service provider for cleaning services at its Richards Bay office (659.33 m²) for 28 months, from 1 March 2027 to 30 June 2029, using two cleaners (one male, one female). The Commission for Conciliation, Mediation and Arbitration (CCMA) requires a contracted service provider to deliver comprehensive cleaning services at its Richards Bay office, located at Lakeview Terrace, 71 Trinidad Parkade, KwaZulu-Natal. The contract covers approximately 659.33 m² of carpeted and tiled office space and runs for twenty-eight (28) months, commencing 1 March 2027 and ending 30 June 2029. Services are required Monday to Friday between 06:30 and 15:30, excluding weekends and public holidays unless otherwise specified. The CCMA's stated objective is to maintain a clean, healthy, hygienic and safe working environment in line with the Occupational Health and Safety Act No. 85 of 1993 and its Facilities Regulations.
The scope of work is detailed and frequency-driven. It includes daily and periodic floor maintenance (vacuuming carpets, sweeping and mopping resilient floors, polishing), dusting of furniture and fixtures, disinfection of telephones and office equipment, cleaning of reception areas, glass doors, lifts, waiting areas, kitchens and ablution facilities, waste removal and recycling, and servicing of hearing and training rooms. Periodic tasks include bi-annual deep cleaning of carpets (approximately 414.20 m²) and office chairs (100 units), as well as boardroom preparation and replenishment of tea, coffee and water for meetings. Cleaners must also provide relief cover during absences, and the service provider must supply SABS-approved cleaning materials, equipment and consumables, along with Material Safety Data Sheets and a chemical register. Monthly and weekly reporting, inspection sheets, daily attendance registers co-signed by a CCMA official, and quarterly meetings are required.
Mandatory requirements include a valid COIDA certificate, valid public liability insurance, and a Contract Cleaning National Provident Fund (CCNPF) participation and compliance certificate. Bidders must also undertake to comply with the Occupational Health and Safety Act, provide updated certificates on expiry, and submit quarterly compliant employee lists confirming CCNPF registration and contributions. Pricing must be submitted as a fixed total including VAT, aligned with the Bargaining Council for the Contract Cleaning Industry (BCCCI) collective agreement, and remain firm for the contract duration; quotations are valid for 90 days. Evaluation is based on 80 points for price and 20 points for specific goals (black, women, youth and persons with disability ownership), with ownership verified through CSD, CIPC documentation and identity documents.
