Summary

Appointment of an accredited firearm training instructor to deliver a firearm course for five KZN Department of Transport officials. Bidders must be CFR-registered and PFTC-accredited and comply with the Firearms Control Act, 2000. A compulsory briefing session is required.

Detailed Description

The KwaZulu-Natal Department of Transport is inviting quotes from suitably qualified training providers to outsource firearm training instruction. The appointed service provider will deliver a firearm training course for five departmental officials from the Public Transport Enforcement Services Directorate. The bid is issued under reference ZNQ00637/00000/00/HOD/GEN/26/T and is run as a formal supply chain management process under the Preferential Procurement Policy Framework Act, the Preferential Procurement Regulations 2022, and the General Conditions of Contract. Bid documents are to be deposited at the Department's Head Office in Pietermaritzburg, and the closing date is 30 November 2026.

Bidders must meet five mandatory requirements, and non-compliance results in disqualification. The provider must be a legally registered training institution and must be accredited or recognised by the applicable firearm training quality assurance authority for the standards offered. It must be registered with the Central Firearms Registrar where required and registered or accredited with the Professional Firearms Trainers Council for the relevant standards and instructor-level training. All training must comply with the Firearms Control Act, 2000 (Act No. 60 of 2000), its regulations, relevant South African National Standards, and applicable SAQA/QCTO requirements. A compulsory briefing meeting is also noted as essential. Bidders must also submit a valid SARS Tax Compliance Status PIN or a CSD number, complete the SBD forms (including declarations of interest and authority to sign), and provide a firm price inclusive of VAT at 15%. The offer must remain valid for 120 days from the closing date. Delivery is required within five working days or on the date communicated by the end user. On appointment, the service provider must hold Professional Indemnity insurance of at least R160 million.

Preference points are awarded on an 80/20 split, with 80 points for price and 20 points for specific goals. Specific goals include 10 points for enterprises located in KwaZulu-Natal (supported by a municipal account or councillor letter), 5 points for QSEs or EMEs that are at least 51% black-owned, 3 points for those at least 51% owned by black women, and 2 points for those at least 51% owned by black youth. Claims must be supported by a B-BBEE certificate or sworn affidavit. The Department reserves the right to shortlist, negotiate, request presentations or site visits, award to more than one respondent, or decline all bids. It does not support fronting in any form. Bidders should read the full bid pack, including the Special Conditions and any briefing or site inspection requirements, before submitting.

Suitable Businesses

Legally registered firearm training institutions or accredited firearm instructors that hold current CFR registration where required and PFTC accreditation for the relevant standards and instructor-level training. Providers must be able to deliver a course to Firearms Control Act and SAQA/QCTO standards, and to meet the R160 million professional indemnity requirement on appointment. Businesses based in KwaZulu-Natal receive preference points, as do QSEs and EMEs that are black-owned, black women-owned, or black youth-owned. Small firms should confirm they can meet the insurance requirement and attend the compulsory briefing before bidding. Businesses without firearms training accreditation should not apply, as the mandatory requirements are pass/fail.
