Eskom seeks a contractor for as-and-when-required cleaning of H2 coolers and slip ring coolers at Kriel Power Station over a 5-year period. Work requires ISO 3834 Part 2 certification, a documented quality management system, and experience in chemical cleaning and hydraulic testing of shell and tube heat exchangers. Estimated 60-month contract.
Eskom Holdings SOC Ltd, South Africa's state-owned electricity utility, is inviting tenders for the provision of H2 cooler and slip ring cooler cleaning services at Kriel Power Station on an as-and-when-required basis for a duration of 60 months. The scope covers the cleaning of hydrogen-cooled generator coolers and slip ring coolers, which are critical components for maintaining generator efficiency and reliability. Work will be called off as needed under a NEC3 Term Service Contract (Option A, priced contract with activity schedule), with secondary options including price adjustment for inflation, delay damages, low service damages and limitation of liability. Contract value is not disclosed in the tender documents.
Tenderers must meet mandatory technical criteria, including proof of ISO 3834 Part 2 certification for welding and special processes, and evidence of an ECSA-registered Professional Engineer who will approve procedures. Qualitative evaluation covers the method statement, company experience (with a verifiable reference list of at least five industrial shell and tube heat exchanger chemical cleaning projects completed in the past five years), a project-specific Quality Control Plan or Inspection and Test Plan, and any exclusions or deviations from the scope. A minimum functionality threshold of 70% applies. Tenderers must also provide a Quality Management System compliant with ISO 9001 (Eskom Category 3 requirements), Form A, a draft Contract Quality Plan, and an OHS plan with baseline risk assessment, COIDA good standing, and environmental policy and aspects register. Proof of valid CSD registration is mandatory before award.
The evaluation uses the 80/20 preference point system, with 80 points for price and up to 20 points for B-BBEE specific goals. Successful contractors will benefit from a long-term, recurring contract supporting power generation maintenance at a major coal-fired station. Eskom also sets Supplier Development and Localisation (SDL&I) targets, including 100% local procurement content and 20% spend with black-owned enterprises, with a 2% retention and penalty mechanism for non-compliance. The tender is open to all eligible suppliers, and the clarification meeting was held on 13 November 2025, with closing on 1 December 2025 at 10:00.
Specialist industrial cleaning and maintenance contractors with experience in power plant generator components, chemical cleaning and hydraulic testing of heat exchangers, and ISO 3834 Part 2 certified welding or special process capability. Suitable for companies with an ECSA-registered engineer, a documented ISO 9001 QMS, a fully equipped engineering workshop, and the financial capacity for a multi-year contract.
