Summary

Refurbishment of carbon steel pipes, spools and components at Eskom's Flow Laboratory in Rosherville, Johannesburg, including removal, inspection, weld repair, blasting, internal and external coating, reinstallation and pressure testing. CIDB grade 5ME required; closes 25 November 2026.

Detailed Description

Eskom Holdings SOC Ltd is inviting tenders for the once-off major refurbishment of carbon steel pipes and components at its Flow Laboratory, operated by Research, Testing & Development in Rosherville, Johannesburg. The laboratory is a SANAS-accredited (ISO/IEC 17025:2017) liquid flowmeter calibration facility established in 1980. Due to the age of the installation and deterioration of the piping, water leaks have developed. Because water is a scarce resource in South Africa, Eskom requires the piping to be restored. The contract is for a period of twelve months. The scope covers roughly 300 pipe items and components, including elbows, straight pipes, spools, Y- and T-sections, reducers, duckfoot sections, long radius bends and reservoir manhole covers, with diameters from 50 mm to 1200 mm. It also includes a 21 m tower staircase with steel handrails, galvanised tank and roof sheeting, and fibreglass clear-view roof sheets.

The service provider must remove pipes where required, carry out inspections and testing (welds, cracks, corrosion, and internal and external condition), perform surface preparation by deep cleaning, grit removal and sandblasting, and complete repairs by weld patching, weld filling, or replacing worn sections. Internal surfaces must receive an 800-micron coating, and external surfaces must receive a 175-micron primer followed by a UV-resistant topcoat, or an alternative internal lining and external coating proposed by the bidder and approved under the Quality Control Plan. The provider must also dismantle, handle, transport to its workshop where necessary, reinstall and commission the pipes, and pressure test them on site in the presence of Eskom representatives. A minimum 120-month (10-year) workmanship warranty is required. The provider must supply all consumables, broken components, a crane with a minimum 21 m knuckle boom, rigging, scaffolding or alternative lifting equipment, and all PPE, first-aid kits and safety files. Site work is limited to Monday to Friday, 08:00 to 16:30.

The contract is awarded under the NEC3 Term Service Short Contract, with a 70% technical threshold and 80/20 price and specific goals evaluation. Bidders must provide a contract quality plan, a quality control plan or inspection and test plan, ISO 9001 quality documentation (Category 3 requirements), an environmental policy and aspects register, a method statement, a health and safety plan with baseline risk assessment, COIDA good standing, and a Section 37(2) agreement. Technical evaluation covers previous experience in repairing and specialised lining of carbon steel pipes, sample quality control plans, a list of owned or committed equipment (transport, balancing and testing, machining, sandblasting and painting, and welding facilities), and a complete method statement. The clarification meeting is on 17 November 2026 via Microsoft Teams, and the closing time is 10:00 SAST on 25 November 2026. Note that some contract data fields in the tender pack refer to other services, such as UPS and battery supply, so bidders should confirm the scope against the Invitation to Tender before pricing.

Suitable Businesses

This tender suits CIDB-registered contractors graded 5ME or higher in mechanical or industrial works, particularly those with experience in pipe fabrication, repair, blasting and protective coating of carbon steel pipework. Companies with a 21 m knuckle boom crane, rigging capacity, welding and machining facilities, and a sandblasting and painting facility are well placed to respond. Applicants should hold ISO 9001 certification or be able to provide Category 3 quality documentation, and must have health, safety and environmental systems that meet Eskom requirements, including COIDA good standing and a Section 37(2) agreement. Joint ventures are acceptable if the agreement meets the ITT requirements. Subcontracting 100% of the scope is not permitted, and the technical threshold is 70%. Small and emerging businesses can participate in a JV or as subcontractors where they can supply specialist coating, blasting, or crane and rigging services.
