Public-private partnership to redevelop and operate the Cape Vidal Tourism Resort in the Eastern Shores of iSimangaliso Wetland Park under a DBFOT model (design, build, finance, operate, transfer). Private investors or consortia are invited to submit proposals. A non-compulsory bidders conference is scheduled for 25 November 2026.
The iSimangaliso Wetland Park Authority, a Schedule 3A public entity under the Department of Forestry, Fisheries and the Environment, has issued a Request for Proposals (RFP No. PPP01-2026-27) inviting private investors or consortia to enter into a Public Private Partnership for the redevelopment and operation of the Cape Vidal Tourism Resort. The resort is located in the Eastern Shores section of the iSimangaliso Wetland Park, a UNESCO World Heritage Site on the KwaZulu-Natal coast. The procurement follows a design, build, finance, operate and transfer (DBFOT) model, under which the successful partner will be responsible for designing and constructing the resort's facilities, financing the works, operating the resort for the duration of the agreement, and transferring the assets back to the Authority at the end of the concession period.
Interested bidders must register their details with the Official Bid Representative at ppp@iSimangaliso.com in order to receive further information. Attendance at the bidders conference on 25 November 2026 at 11:00 is non-compulsory, with the platform to be communicated to registered bidders. Responses must be submitted in sealed envelopes clearly marked with the RFP reference and placed in the Tender Box at the iSimangaliso Wetland Park Authority, The Dredger Harbour, St Lucia, 3936, by no later than 26 February 2027 at 12:00. Late submissions, and responses sent by facsimile, e-mail or post, will not be accepted, and responses must follow the format set out in the full RFP document, which is available free of charge from www.iSimangaliso.com and www.etenders.gov.za.
The project offers significant opportunities for experienced hospitality, tourism, property development and infrastructure investors to participate in conservation-focused eco-tourism in one of South Africa's most ecologically significant protected areas. Successful proposals will need to balance commercial viability with the stringent environmental protection and sustainability requirements that govern the iSimangaliso Wetland Park. Bidders should review the full RFP carefully, particularly the technical, financial and environmental criteria, before preparing submissions.
Experienced private investors, hospitality and resort operators, property developers, construction firms, and infrastructure financiers, particularly consortia combining these capabilities. Businesses with a track record in eco-tourism, protected-area development, or large-scale PPP projects are best placed to respond. Smaller firms may be suitable as subcontractors or consortium members for specialist services such as construction, environmental consulting or hospitality management.
