Overview

Summary

Supply and installation of ten 10,000-litre water tanks with booster pumps and 1.5m steel stands at City of Tshwane ECD centres and libraries. Requires SANS 1731:2017 compliant tanks, qualified plumbers and reference letters.

Detailed Description

The City of Tshwane Metropolitan Municipality, through its Community and Social Development Services Department, is seeking a service provider to supply, deliver, install, test and commission ten 10,000-litre polyethylene water storage tanks with booster pressure pumps. The installations will be located at council-managed Early Childhood Development (ECD) centres in Regions 3 and 6 and at community libraries in Regions 1, 2 and 7. The project responds to recurring municipal water supply interruptions, which have disrupted services for children, staff and library users and placed the sites at risk of non-compliance with environmental health and occupational health and safety regulations. The tanks will provide a sustainable backup water supply for drinking, food preparation, handwashing, sanitation, cleaning and maintenance.

The appointed contractor will be responsible for all labour, materials, equipment, fittings and accessories needed to make each system fully operational. Scope includes supplying the tanks, pumps, combo deal units, untwist installation kits and metal stands; constructing a heavy-duty, high-grade steel stand of 1.5m height on a strong, precisely levelled concrete foundation; installing pipework, valves, fittings, overflow systems and connections; connecting the tanks to the existing water supply; installing booster pumps where required; and carrying out testing, commissioning, inspection and rectification of defects. The contractor must also provide operation and maintenance manuals and handover fully functional, leak-free systems to authorised City officials. The tanks must comply with SANS 1731:2017 and be suitable for potable water storage. Warranties of 10 years are required for the tanks, 2 years for the pumps and 1 year for plumbing valves. A certificate of conformance must be provided on completion. All plumbing work must be carried out by qualified plumbers in line with the National Building Regulations, municipal by-laws and SANS 10252-P, and electrical work must be performed by qualified electricians.

Bidders must be registered on the Central Supplier Database (CSD) with a valid CSD number and be tax compliant. Bidders must also submit a municipal account statement or equivalent proof, audited financial statements where required, completed MBD forms (MBD 1, 4, 5, 8 and 9), and a B-BBEE certificate or sworn affidavit. A compulsory briefing session will be held at Sammy Marks Eskia Mphahlele Community Library, and attendance is mandatory for disqualification purposes. The mandatory requirement is at least two signed, contactable reference letters on client letterhead for previous installation projects. Evaluation follows an 80/20 preference point system, with 80 points for price and 20 points for specific goals such as B-BBEE level, EME/QSE status, and ownership by women, youth or people with disabilities, as well as local economic participation. Bids must be submitted online through the City's e-tender portal by 10:00 on 17 November 2026, and remain valid for 90 days after closing. Joint ventures are permitted, provided all required documents are submitted for each partner. The City reserves the right to adjust quantities subject to budget availability.

Suitable Businesses

This tender suits plumbing contractors, water tank and pump suppliers, borehole and water systems installers, civil and concrete contractors, and multi-skilled building or maintenance firms that can deliver supply, foundation work and full installation. Businesses must be CSD-registered, tax compliant and able to provide qualified plumbers and electricians, SANS 1731:2017 compliant products, and at least two installation reference letters. EMEs, QSEs, and businesses at least 51% owned by women, youth or people with disabilities may benefit from preference points. Joint ventures are allowed if all partners meet the documentation requirements.
