Market research request (RFI) for OEMs and accredited partners to redevelop and support the Road Accident Fund's website and portal over 24 months. Scope includes a CMS, claim eligibility tools, secure document submission, and AI features. Closes 12 November 2026.
The Road Accident Fund (RAF), a Schedule 3A public entity headquartered in Centurion, has issued a Request for Information (RFI) to gather market intelligence on modern website and portal solutions. The RAF's current website is static, runs on SharePoint Subscription Edition, and is hosted on AWS. The organisation intends to replace it with a secure, scalable, cloud-based, technology-agnostic platform that integrates with its existing systems of record. The RFI is for market research and planning only. It is not a competitive bid, and it does not commit the RAF to any procurement. Responses will inform requirements, indicative budgeting, and future sourcing decisions.
The envisaged solution covers several functional areas. These include a SaaS-delivered Content Management System with a WYSIWYG interface, role-based access, configurable approval workflows, version control, and audit logs. A public, non-authenticated Claim Eligibility Tool would guide potential claimants through a rules-based questionnaire without initiating a formal claim. An authenticated External Document Submission Platform would let attorneys and claimants submit documents into the RAF Enterprise Document and Records Management System (EDRMS), with structured registers, real-time validation, and acknowledgement receipts. A Claim Status Monitoring view would orchestrate claim-lifecycle information from back-end systems such as Guidewire/Bokamoso, SAP ECC (with planned S/4HANA migration), and the litigation management system, without duplicating their business logic. A Proactive Accident Prevention and Education Hub would offer hotspot analytics, online driver-safety courses with certification, and community hazard reporting. Intelligent features requested include an AI chatbot, chat transcript retention, analytics and reporting, sentiment analysis, predictive typo-tolerant search, and user-behaviour heatmaps. Security requirements include MFA and SSO, encryption at rest and in transit, POPIA compliance, audit trails, and defined RTO and RPO targets.
Only the Original Equipment Manufacturer (OEM) or accredited partners and resellers of the OEM may respond. Interested parties should submit a company profile, at least two comparable implementation references, a proposed solution architecture, human resource plans, an indicative implementation approach, indicative commercial information (including licensing, implementation, and support costs over 24 months), and any demonstration material. Respondents must be registered on the National Treasury Central Supplier Database, have their tax affairs in order, and not appear on the Restricted Suppliers or Tender Defaulters registers. Responses must be emailed to BACSecretariat@raf.co.za by 11:00 on 12 November 2026, with enquiries submitted in writing before the closing date. A compulsory briefing session is not required.
This RFI is relevant to Original Equipment Manufacturers (OEMs) of website, portal, and CMS technologies, and to their accredited partners or resellers. Suitable respondents include digital agencies and systems integrators with experience in government web platforms, cloud SaaS providers with AI chatbot and analytics capabilities, and firms with integration experience in insurance, claims, or enterprise document management systems such as Guidewire, SAP, and EDRMS. Businesses must be registered on the National Treasury CSD and in good standing with tax obligations. Companies without OEM or partner status are not eligible to respond. Because this is market research rather than a competitive bid, it is most useful for organisations that want to shape future procurement and present their solutions to the RAF.
