Cleaning Services - Mayville Regional Office

The KwaZulu-Natal Department of Public Works and Infrastructure invites suitably qualified service providers to render cleaning services at its eThekwini Regional Office, located at 455A King Cetshwayo Highway, Mayville, Durban. The scope covers standard domestic cleaning and day-to-day maintenance across all four floors of the building, totalling approximately 3,560 m². Services include sweeping, mopping, dusting, carpet vacuuming, window cleaning, kitchen and crockery services, toilet and urinal hygiene, waste removal, and the cleaning of approximately 132 offices, boardrooms, and kitchens. The contractor is also responsible for cleaning around 40 state pool vehicles on a weekly basis, including a full interior and exterior wash, and for assisting with the movement and removal of office furniture and boxes as required. The contract period is three years (36 months), with services required Monday to Friday between 06:30 and 15:00.

The successful bidder must supply all cleaning materials, disinfectants, consumables, and equipment, which must be SABS or SANS approved and environmentally safe. The pricing schedule covers monthly consumables, once-off equipment purchases (which become the property of the Department at contract expiry), monthly vehicle cleaning materials, and labour, based on a team of six personnel: one female supervisor, four cleaners for the building (three female, one male), and one male cleaner dedicated to vehicle washing. The contractor must provide uniforms, personal protective equipment, and ensure compliance with the Occupational Health and Safety Act. Prices must be firm for the full period, and bids must be valid for 90 days from the closing date. Bidders must be registered on the Central Supplier Database, hold a valid BCCCI registration certificate, provide proof of three contracts completed within the last three years, supply a staff organogram, and submit good standing letters from the Compensation Commissioner (COIDA) and UIF. Under the EPWP framework, the contractor must also submit monthly employment, payroll, payment, training, UIF, and COIDA records on site. Successful bidders will be subject to a vetting process, and the Department reserves the right not to award to the lowest bidder and to conduct a risk assessment before award.

The tender includes preference points for specific goals, with 20 points available for black ownership, supported by an original sworn affidavit from an EME or QSE. A compulsory briefing and site inspection is scheduled for 12 November 2026 at 11:00 at the Mayville Complex, and bids close on 27 November 2026 at 11:00. Bids must be deposited in the bid box at the Mayville office.
