Repair and maintenance of a South African Post Office branch, including electrical fittings and switches, LED lighting upgrades, ceiling replacement, roof leak repair, window glazing and door replacement. Requires CIDB grade 1GB and 1EB. Closes 18 November 2026.
The South African Post Office (SAPO) has issued Request for Quotation RFQ 26-27-95/DP for repairs and maintenance, including electrical works, at its Hartswater Post Office in the Northern Cape. The SAPO-owned building has non-functional lights and plugs, broken fluorescent tubes, a faulty light switch, a roof leak, damaged ceilings, broken window glass and a damaged external solid door. The appointed service provider will carry out the following works: replacing 15 fluorescent light fittings with LED fittings and tubes; repairing 4 existing LED fittings and tubes; repairing and refitting approximately 150 m² of loose ceiling; installing about 250 m² of gypsum ceiling board where ceilings are missing; painting the new ceilings; replacing 7 broken window panes with clear glass matching the existing glass; replacing the damaged outside door with a new single solid meranti door fitted with four-lever mortice locks; and repairing the roof leak. The Specification states that all work must comply with SANS 10400 and applicable local by-laws, the Occupational Health and Safety Act, 1993, and the National Building Regulations, including the required occupational safety file.
Bidders must be registered on the National Treasury Central Supplier Database (CSD) and hold an active CIDB registration for grades 1GB and 1EB, or a valid and active CRS number that meets the same requirement. Bidders must also provide proof of Compensation for Occupational Injuries and Diseases (COID) registration, be tax compliant, and complete the required SBD1 and SBD4 forms, the Certificate of Acquaintance, the Confidentiality and Non-Disclosure Agreement, and Annexure BC on company letterhead. Pricing must be completed in full in South African Rands, include VAT at 15% and cover all labour, materials, equipment and insurance. A compulsory briefing and site visit takes place at 17 DF Malan Street, Hartswater, on 12 November 2026 at 11:00. Clarification questions must be submitted in writing by 13 November 2026, and proposals must be emailed to SAPORFQ@postoffice.co.za by 11:00 on 18 November 2026. Bids remain valid for 120 days after the closing date.
Evaluation uses an 80/20 preferential point system, with 80 points for price and 20 points for specific goals. Specific-goal points are awarded to businesses that are at least 51% black-owned or at least 51% youth-owned, based on a SANAS-accredited BBBEE certificate, a sworn affidavit for EMEs and QSEs, or a DTI BBBEE certificate that is valid on the closing date. Gatekeeping criteria (a complete pricing schedule and valid CIDB grading) are pass/fail, and failure to meet them results in disqualification. Because this is a single-site contract, it offers a clear scope and a defined delivery location for qualified contractors, and it provides an opportunity to build a relationship with a national state-owned enterprise.
This tender suits CIDB-registered general building and electrical contractors holding active grade 1GB and 1EB status or a valid CRS number, particularly small and medium contractors based in or able to mobilise to the Northern Cape. Businesses should already have an active CSD registration, tax compliance status, COIDA registration and a current BBBEE certificate or sworn affidavit. Black-owned and youth-owned enterprises, including EMEs and QSEs, can earn specific-goal points. Ceiling, glazing and door specialists may suit subcontracting or joint-venture arrangements, provided they supply the required consolidated BBBEE certificate and signed joint-venture agreement. Businesses without the CIDB grading or the ability to attend the 12 November site briefing should not apply.
