Open Closing: 6 Nov 2026 at 12:00 Published: 26 Oct 2026

Overview

Summary

Professional wildlife services to humanely capture and relocate a Rock Hyrax (dassie) breeding population from Oliewenhuis Art Museum, Bloemfontein. Requires a DEA permit and qualified technician; compulsory briefing 2 Nov 2026, closing 6 Nov 2026.

Detailed Description

The National Museum in Bloemfontein is seeking quotations from suitably qualified and experienced wildlife and environmental management service providers to resolve an infestation and breeding population of Rock Hyrax (dassie) at Oliewenhuis Art Museum. The objective is to address the underlying cause of the infestation rather than only treating its symptoms. The service provider must understand capture systems, wildlife management and animal behaviour, and must use humane methods only. Poisons, toxicants and chemical agents are not permitted. All removal activities must comply with a Department of Environmental Affairs permit, and the successful bidder will capture and remove the breeding population under the terms of that permit.

The scope of work covers the full project lifecycle. It begins with an assessment of the infestation and breeding population, followed by site inspection and risk assessment. The provider must then recommend a solution and implement a capture and relocation programme that moves the animals from the museum to an alternative location. Throughout the project, the provider must report on and communicate implementation progress. The engagement ends with a programme review and maintenance phase. The key performance area is to capture, remove and dispose of the breeding population in line with the DEA permit conditions. Pricing must be itemised across each phase, excluding and including VAT.

Bidders must submit a set of mandatory documents with their quotation, or the bid will be disqualified. These include a company profile specialising in professional wildlife and environmental management, a methodology proposal, proof of business location (municipal rates statement or lease agreement), and a CV with qualifications for a technician in environmental sciences, environmental health, natural sciences, pest control or a similar field. Bidders must also provide a copy of the DEA permit, at least three reference letters or purchase orders for comparable work, a completed and signed SBD 4 form, a CSD registration report, a SARS tax PIN, CIPC registration documents, and proof of attendance at the briefing session. The briefing takes place on 2 November 2026 at 12:00 at the museum, 16 Harry Smith Street, Bloemfontein. Although the bid notice describes it as non-compulsory, the mandatory documents list includes attendance, so bidders should attend. Bids must be delivered in a sealed envelope to the tender box at 36 Aliwal Street, Bloemfontein, by 12:00 on 6 November 2026. Emailed or faxed bids are not accepted.

Evaluation runs in three stages: pre-screening for compulsory requirements, a functionality assessment, and then price and preference scoring. Bidders must score at least 70 out of 100 on functionality. Functionality is scored on the quality of the service approach (30 points), technician qualifications and experience (30 points), and company experience with similar projects for the public sector or large organisations (30 points), with 10 points remaining for additional criteria. Price and preference are then scored on an 80/20 basis. The 20 preference points cover B-BBEE status, Free State-based businesses, and ownership by youth, women and people with disabilities, each requiring valid proof of claim. The museum may also physically verify the winning bidder's existence before award.

Suitable Businesses

Wildlife management, pest control and environmental consultancies that hold, or can obtain, a Department of Environmental Affairs permit for capturing and relocating wildlife. Businesses should have a qualified technician with relevant training and experience in humane wildlife capture, and at least three comparable reference projects, ideally for public sector or large organisations. Free State-based businesses, and businesses at least 51% owned by youth, women or people with disabilities, may claim preference points. Businesses with a B-BBEE certificate or declaration can also earn points. Companies unable to meet the mandatory documentation or permit requirements, or unable to deliver the work using non-lethal methods only, should not apply.
