The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ) under reference DMP/10/26/GP-RISK for a service provider to deliver calibration, repair, maintenance and supply services for its substance abuse testing equipment. The requirement covers Mark X and Mercury breath alcohol testing devices, Alcovisor sampling cups and breathalyser units, Phoebus machines, and a Jupiter simulator. Scope items include fuel cell replacement, machine repairs and servicing, calibration of the simulator using NMISA-traceable premix solution, replacement of casings, batteries, battery contacts, capacitors, LCDs, solenoid plungers and internal battery backups, mounting and staff data loading for three Phoebus machines at reception points, and the supply of rechargeable AA and AAA batteries with chargers. Indicative quantities include 65 machine servicing jobs, 65 fuel cell replacements, 4 simulator calibrations and 150 packs each of sampling cups and breathalyser units.
Bidders are evaluated in three stages. Stage 1 requires a completed pricing schedule and BOQ, a signed RFQ and SBD forms, a COID good standing letter, a valid SARS PIN, a CSD registration number, and a completed declaration pack. Stage 2 is a functionality assessment worth 100 points, with a minimum threshold of 60%. Points are awarded based on the number of similar successfully completed projects, from 20 points for one project up to 100 points for five or more, each supported by appointment letters, completion certificates, contract values and client contact details. Stage 3 allocates 80 points to price and 20 points to specific goals, which include 10 points for Black women-owned enterprises and 10 points for EMEs or QSEs that are at least 51% Black-owned. Prices must be in South African Rand, fixed, inclusive of all applicable taxes, and broken down by cost, with price escalation basis stated.
RFQ responses must be hand-delivered in a sealed envelope to the PRASA bid box at Ground Floor, Shosholoza Meyl Junction, Cnr Leyds and Simmonds Street, Braamfontein, by 10:00 on 10 November 2026. Email and fax submissions are not accepted, and late submissions will be rejected. Bids must remain valid for 90 working days from the closing date.
