Supply and delivery of freezer suits, freezer balaclava face masks, trainer safety boots and trainer safety shoes for PRASA. Evaluated on 80/20 price and B-BBEE points, with a 60% functionality threshold. Closes 13 November 2026 at 10:00, hand delivery only.
The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ 10375577) for the supply and delivery of personal protective equipment (PPE) and safety footwear. The requirement covers four items: 3 freezer suits, 3 freezer balaclava face masks, 2 pairs of trainer safety boots and 1 pair of trainer safety shoes. Pricing is requested per unit, with VAT at 15% shown separately on the Bill of Quantities. The RFQ was issued on 5 November 2026 and is published as a draft. Quotations must be hand-delivered to the Ground Floor, Shosholoza Meyl Junction, Cnr Leyds and Simmonds Street, Braamfontein, by 10:00 on 13 November 2026. Late submissions, emailed submissions and faxed submissions will not be accepted. Bidders must quote in South African Rand on a fixed-price basis, including all applicable taxes, and must provide a validity period of 90 working days from the closing date.
Evaluation follows a staged process. Stage 1 is a compliance check. Bidders must submit the completed Pricing and Delivery Schedule (Section 4) and the Bill of Quantities (Section 10), along with signed RFQ and Standard Bid Documents (SBD) forms, a valid SARS PIN, proof of CSD registration and, where applicable, a COIDA Letter of Good Standing and any joint venture or consortium agreement. Stage 2 scores technical and functional capability, with organisational experience weighted at 100% of that stage. Bidders must demonstrate similar completed projects, supported by appointment letters or purchase orders, client contact details, project dates, contract values including VAT, and completion certificates or client letters. A minimum of 60% is required to proceed. Stage 3 applies the 80/20 preference point system, with 80 points for price and 20 points for specific goals. The specific goals are Black youth-owned enterprises (10 points) and EMEs or QSEs that are at least 51% Black-owned (10 points), supported by ID documents, CIPC registration, CSD reports, audited financial statements or B-BBEE certificates or affidavits.
For suppliers, this opportunity offers a small, clearly defined order for protective clothing and safety footwear with a direct public-sector buyer. Successful bidders must comply with all applicable laws, meet PRASA's General Conditions of Purchase, and accept a standard one-year warranty from acceptance unless the order states otherwise. Payment is made within 30 days of receipt of a correct tax invoice, and title and risk pass to PRASA only on acceptance. Bidders should also note PRASA's tax compliance, supplier declaration and conflict-of-interest requirements, including restrictions on bids from persons in the service of the state. Clarification enquiries go to Rodney Racheku at 011 085 7062 or Rodney.Racheku@prasa.com. Complaints about the process should be sent to Complaints@prasa.com. Because the RFQ is still listed as a draft, interested suppliers should confirm the final issued version before preparing their submission.
Suppliers and distributors of PPE, cold-environment workwear (freezer suits and balaclavas) and industrial safety footwear, especially those able to deliver small orders quickly. Bidders should be CSD-registered with a valid SARS PIN and able to show at least one similar completed supply project with client references. Black youth-owned businesses, and EMEs or QSEs that are at least 51% Black-owned, may claim additional specific-goal points if they can provide the required documentation. Businesses that cannot hand-deliver to Braamfontein by the deadline, or that cannot meet the 60% functionality threshold, should not apply.
