Detailed Description

The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ 1037852) for the appointment of a qualified and experienced training service provider to deliver training services for its INTERSITE Western Cape Region (WCR) employees over a 12-month contract period. The training is intended to keep employees current with essential skills for a modern workplace and to improve productivity and efficiency in their day-to-day work. Three course streams are required: Negotiation Skills, Customer Service, and Leadership Training. The Negotiation Skills module covers negotiation process mapping, interpersonal and communication techniques, deadlock breaking, relationship building after negotiations, and lease negotiation principles including tactics, lease types, and tenant assessment. The Customer Service module addresses professional face-to-face and telephone service, stakeholder communication, handling difficult customers, and telephone etiquette. The Leadership module targets managers and supervisors and covers communication, emotional intelligence, conflict resolution, the distinction between leadership and management styles, and evaluating the impact of leadership techniques.

The pricing schedule specifies 2 days of Negotiation Skills training for a quantity of 20 delegates, 2 days of Customer Service training for 20 delegates, and 3 days of Leadership Training for 8 delegates. Service providers must deliver instructor-led training, practicals, and assessments physically at a practical training venue in the Cape Town metro, and must provide certified facilitators for each course, accredited as assessors or moderators. Other deliverables include official training manuals for all delegates, attendance registers, progress reports where applicable, certificates of completion, training schedules agreed with PRASA, refreshments for the duration of training, and training content aligned with current industry standards. Bidders must state the number of days for each course. Prices must be quoted in South African Rand on a fixed-price basis, inclusive of 15% VAT, with a cost breakdown and any price escalation basis and formula stated.

Mandatory requirements (non-compliance results in automatic disqualification) include a price schedule submitted in the prescribed format, proof of training accreditation with the relevant body, and a certificate of attendance from the compulsory briefing session held at Cape Town Station (GCEO Boardroom, Tower Block) on 13 November 2026 at 10:00. Other mandatory documents, which may be requested within three working days at pre-award stage, include a valid COIDA Letter of Good Standing, a valid SARS Tax Compliance PIN, a CSD supplier registration number, fully completed and signed RFQ documentation including declarations, proof of bank account, company registration documents, certified copies of owners' ID documents, and at least three appointment letters and reference letters for similar training. Evaluation is based on 80 points for price and 20 points for specific goals, which are awarded for B-BBEE contributor status of at least Level 2 and for being 51% Black Youth owned. Bids must be delivered in a sealed envelope to the PRASA Tender Drop-Off Office, 3 Old Marine Drive, Cape Town, by 12:00 on 23 November 2026. Bids must remain valid for 60 working days from the closing date. Queries may be directed to Tandokazi Nogqala at Tandokazi.Nogqala@prasa.com, and complaints to Complaints@prasa.com.
