PRASA seeks a service provider to deliver occupational medical surveillance for employees in East London and Gqeberha under the OHS Act 85 of 1993 and MHSA 29 of 1996, over a 36-month period. Requirements include a brick-and-mortar clinic, qualified occupational health doctor and nurse, and certified audiometric, vision, spirometry, and drug testing services.
The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (Reference ECR/RAIL/RISK/07/10/2026) for the appointment of a service provider to deliver medical surveillance services for its employees in the East London and Gqeberha (Port Elizabeth) corridors. The contract runs for 36 months and is required to satisfy the Occupational Health and Safety Act No. 85 of 1993 and the Mines Health and Safety Act No. 29 of 1996. PRASA remains legally responsible for employee health, and the appointed provider must act as its occupational health partner in identifying, diagnosing, and managing workplace health risks.
The scope covers comprehensive medical examinations, including history-taking, urine testing, vital signs, and head-to-toe assessment, along with visual screening (Snellen, Keystone, depth and lateral vision for drivers and operators), sleep and anxiety questionnaires (Epworth and K10), and multi-drug testing. Audiometric screening must follow prescribed baseline, exit, and periodic protocols, while lung function testing must comply with SANS 451:2008 and produce three acceptable spirograms. The provider must also issue Certificates of Fitness, provide individual feedback and referrals, maintain medical records, conduct trend analysis of health data, and hand over staff medical files at contract end. Ad hoc services such as laboratory tests, X-rays, specialist second opinions, psychological and psychometric testing, and workplace assessments are priced separately on an as-required basis.
Bidders must submit a brick-and-mortar clinic in East London and/or Gqeberha that passes PRASA inspection, a certified HPCSA-registered Occupational Medical Practitioner with at least five years' relevant experience, and a SANC-registered Occupational Health Nurse with a minimum of five years' nursing experience. Mandatory documents include valid tax clearance, CSD registration, COID letter of good standing, and attendance at the compulsory briefing session on 28 October 2026 at East London station. Evaluation is based on compliance, functionality (minimum 60%, weighted toward key personnel and financial capacity), and price (80 points) with specific goals (20 points) under the 80/20 preference system. The closing date is 30 October 2026 at 12:00, and submissions must be hand-delivered to the PRASA East London regional office bid box, as electronic submissions are not accepted.
This tender is suited to occupational health clinics, medical practices, and healthcare service providers that hold HPCSA and SANC registration, operate or can establish a brick-and-mortar clinic in East London or Gqeberha, and have experience in occupational medicine, audiometry, spirometry, and drug testing. Businesses with qualified occupational medical doctors and occupational health nurses on staff, as well as those meeting the specific goals (black-owned, black women-owned, black youth-owned, EME, or PWD-owned), are particularly well positioned. Companies lacking local premises, qualified key personnel, or the required financial statements and compliance documents should not expect to meet the minimum functionality threshold.
