The Passenger Rail Agency of South Africa (PRASA) KwaZulu-Natal Region has issued Request for Quotation KZN/PRASA/2026/03/10/Q-1 to appoint a panel of service providers for the supply and delivery of various lubricants and greases on an as-and-when-required basis. The contract runs for 36 months from notification by PRASA KZN and carries a limiting value of R5,000,000.00 (five million rand). The contract ends when the period expires or the value is reached, whichever comes first. PRASA reserves the right to appoint multiple suppliers to form a panel, and no minimum volumes are guaranteed.
The scope covers a broad range of products used in railway operations and maintenance. These include engine and exhauster oils (SAE 40, SAE 20W/50, synthetic exhauster oil), open gear and wire rope lubricants, graphite and lithium-based greases for pantographs, bogie centres and bearings, biodegradable rail curve and sliding chair greases, biodegradable water-based degreaser, two-stroke and gear lubricants, cutting fluid, penetrating oil, and 210-litre mineral insulating oil for transformers and switchgear. Products must meet detailed technical specifications, including viscosity, flash point, penetration, dropping point and API or SABS/CSS standards, and must be clearly labelled with product name, manufacturer and batch number. Suppliers must provide a Technical Data Sheet and a 16-point Material Safety Data Sheet for each item, plus documentary proof of specification conformance. Deliveries must be made within 20 working days of a purchase order, with transport to the PRASA KZN SCM Warehouse in Springfield included in the prices. Pricing must be in South African Rand, fixed for the first year, with CPI-linked price adjustments in years two and three.
Evaluation uses the 80/20 preference point system, with 80 points for price and 20 for specific goals, namely B-BBEE contributor status of at least Level 2 (5 points), Black Women Owned (10 points) and Black Youth Owned (5 points). Mandatory compliance requirements include a valid SARS PIN, CSD registration, CIPC documents, a B-BBEE certificate or affidavit, certified company director documents, a closing register, three reference letters from previous lubricant and grease supply work, and quotations for all BOQ items. Bidders should note that the tender is subject to budget provision; PRASA may cancel the RFQ if funding is not secured before award. Bids must be hand-delivered to PRASA Regional Office, 65 Masabalala Yengwa Avenue, Durban, by 12:00 on 12 November 2026, in sealed envelopes. Enquiries may be directed to Siphesihle Miya at 031 813 0089 or Siphesihle.Miya@prasa.com.

Black-owned, black women-owned and black youth-owned businesses may benefit from specific goals points.
