Quantity Surveying and Project Cost Management Services

The South African Bureau of Standards (SABS) is seeking a suitably qualified and experienced service provider to appoint a Quantity Surveyor (QS) for the refurbishment of its N&R Building. The appointed QS will provide professional quantity surveying and project cost management services across the full project lifecycle, from initial assessment through to final account close-out. Key responsibilities include assessing current building conditions in consultation with the Facilities Maintenance Department, preparing detailed cost estimates, cost plans and budgetary projections, and assisting with tender documentation such as Bills of Quantities, pricing schedules, scope of works, specifications and contract documentation. The QS will also support the tendering process by evaluating contractor quotations and tender submissions.

During the execution phase, the QS will monitor and control project costs to keep the works aligned with the approved budget, oversee and verify work completed on site to confirm compliance with contractual requirements and quality standards, and review and certify contractor payment claims, variations and final accounts. The appointee will attend project meetings, site inspections and progress reviews, and provide regular progress, cost and financial reports to Facilities Management and other stakeholders. Mandatory requirements include a valid COIDA Letter of Good Standing from the Compensation Fund, certified copies (not older than three months) of the proposed QS's qualifications (such as a BSc or BQS in Quantity Surveying, BTech, or an SACQSP-recognised equivalent), and a valid Professional Quantity Surveyor (PrQS) registration certificate from the South African Council for the Quantity Surveying Profession. Bidders must also submit a CSD registration report, a BBBEE certificate or sworn affidavit, and the required SBD forms and non-disclosure agreement.

The RFQ is evaluated on functionality before price. Functionality is scored on company track record (40%), with at least five reference letters from clients for similar Quantity Surveying and project management work completed in the last five years; the proposed QS's experience (40%), assessed through a detailed CV; and a Project Execution Plan (20%), covering methodology, programme of works, risk management, quality assurance and reporting. A minimum of 70% is required to progress. Qualifying bids are then evaluated on the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Quotations must be fixed-price and inclusive of VAT, transport and disbursements. The SABS will not make advance payments, and payment will be made against delivered services.
