The South African Bureau of Standards (SABS), a statutory body operating under the Standards Act, 2008, has issued Request for Quotation RFQ 202140 for the supply and delivery of one high precision benchtop density meter for measuring solids. The instrument will be used to accurately determine the density of solid rubber, PVC and polyurethane footwear samples. Its specifications include a maximum sample mass of 10 grams, an accuracy of 0.0001 g/cm³, and a measurement range of 0.0000 to 3.0000 g/cm³. SABS states that the purchase is intended to reduce the risk of retesting and improve the accuracy of test results.
Bidders must meet two mandatory requirements before their quotations are evaluated further. First, the bidding company must demonstrate experience in delivering a density meter or equivalent instrument, supported by at least three reference letters from previous or current clients. Second, the bidder must submit a brochure and/or data sheet for the proposed density meter confirming it meets the technical specification. The recommended bidder must deliver the equipment to the SABS campus. The supplier must also provide a Certificate of Conformity or Compliance, a calibration certificate, a Factory Acceptance Test or performance report, operational qualification documentation, user and operational manuals, installation instructions, and maintenance logs with preventive maintenance and service schedules.
Quotations must be submitted by email to asanda.zulu@sabs.co.za by 11:00 on 9 November 2026. Late submissions will not be accepted. The quotation must state a total all-inclusive cost including VAT, with a cost breakdown covering installation and commissioning, training, transport (if applicable) and disbursements (if applicable). Bidders must also submit a Central Supplier Database (CSD) registration report, a valid BBBEE certificate or sworn affidavit for specific goals claims, the completed SBD 4 declaration and SBD 6.1 preference points claim form, and a signed Non-Disclosure Agreement (Appendix A). Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals. SABS will make no advance payment; payment will be made only after the agreed goods or services are delivered. SABS may cancel the process or reject non-conforming submissions, and it does not commit to any contract until a formal agreement is signed.
