Kouga Local Municipality, in the Eastern Cape, is requesting quotations from qualified training providers to facilitate the Water and Wastewater Treatment Process Control Supervision programme, a credit-bearing learning intervention aligned to SAQA Qualification ID 61709 at NQF Level 4. The programme targets existing Kouga officials working as process controllers. Delivery is planned over 12 months, running until 30 June 2027, with five consecutive training days per month: three days of structured classroom training and two days of learner support focused on compiling Portfolios of Evidence (PoEs). The municipality will provide the training venue and catering. Learners will receive a Certificate of Achievement on successful completion, with the programme assessed on competence. Eight unit standards have already been achieved by the process controllers and must be excluded from pricing; bidders must price only the remaining fundamental, core and elective unit standards needed for full qualification achievement. Minimum delegate numbers are five per session, with potential for additional delegates depending on budget.
The evaluation is conducted in three phases: compliance and special conditions, price scoring, and specific goals scoring under the 80/20 preference point system. Functionality must reach a minimum of 70% before price is considered. Bidders must nominate a Facilitator, Assessor and Moderator using compulsory CV templates, supported by SETA accreditation evidence. The Facilitator, Assessor and Moderator are scored on experience, with higher points for more than five years of relevant experience. Special conditions require the bidder to hold valid SAQA accreditation for the qualification in the company's name, proof of EWSETA assessor and moderator registration, and evidence of relevant training delivered in the last three years. A written training plan and draft training schedule must accompany the proposal. Specific goals points are available for B-BBEE status level and for locality, with the highest scores for businesses located within the Kouga Local Municipality boundaries. Bids must be submitted in hard copy with an original signed document and a USB or SD card/CD copy, in black ink, by 12:00 on Friday, 30 October 2026, to the tender box at 16 Woltemade Street, Jeffreys Bay. Compliance checks include National Treasury's Central Supplier Database, SARS tax compliance, and municipal account clearance.
Accredited training providers and skills development companies with SAQA accreditation for Qualification ID 61709 (NQF Level 4), SETA-registered facilitators, assessors and moderators (EWSETA), and demonstrated experience delivering water or wastewater treatment training within the last three years. Businesses located within the Kouga area or the Sarah Baartman, Nelson Mandela Bay or Eastern Cape regions will benefit from additional specific goals points. Small and B-BBEE-compliant enterprises are encouraged to apply, as B-BBEE status earns preference points.
