PRASA is seeking a TETA-accredited training provider to deliver a 3-day Letter of Authority course for 10 electrical candidates, including a written assessment and SAQA NQF Level 2 competency certificates. The course covers high-voltage safety for work near exposed 3kV DC equipment and is delivered at PRASA's Braamfontein premises.
The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ 10375413) for the provision of Letter of Authority training for 10 candidates. The Letter of Authority is an authorisation issued under PRASA's Electrical Safety Instructions (BBF3690, Version 3, May 2024), which permits designated personnel to perform specific duties near or on high-voltage electrical equipment, such as working to clearance from exposed live equipment, supervising unauthorised persons in restricted access areas, assisting with switching, and performing localised control under test permit conditions. The training must be tailored to these competencies and aligned with the Electrical Safety Instructions applicable to the rail environment.
The scope requires a three-day, in-class training programme for ten candidates, delivered at PRASA's Umjantshi House premises at 30 Wolmarans Street, Braamfontein, Johannesburg. The programme must conclude with a written assessment or examination. Successful candidates must receive A4-size, signed competency certificates recognised at SAQA NQF Level 2. The bidder must hold current TETA accreditation as a service provider or institution for electrical high-voltage safety instructions relating to work in the vicinity of exposed 3kV DC high-voltage equipment, and must supply TETA accreditation certificates for both the assessor and the moderator. The bidder must also provide accreditation documentation for the institution and trainers. PRASA requires a results report in Excel or Word format listing each candidate's name, surname, SAP number, marks obtained and pass/fail outcome.
Bidders are evaluated in stages. Stage 1A (mandatory) requires a signed submission register, TETA assessor and moderator certificates, and TETA accreditation for high-voltage safety instruction. Stage 1B requires a valid SARS PIN, completed RFQ documentation, a CSD supplier registration number, and, where applicable, a signed joint venture, consortium or subcontracting agreement. Price carries 80 points and specific goals (B-BBEE level, black ownership categories, and related criteria) carry 20 points under the 80/20 preference point system. Pricing must be quoted in South African Rand, fixed and inclusive of VAT, using the prescribed Bill of Quantities. Quotations must be hand-delivered in a sealed envelope to the PRASA submission box by 12:00 on 12 November 2026, and remain valid for 60 working days. Enquiries may be directed to Moipone Mosiapane at Moipone.mosiapane@prasa.com.
This tender is suited to TETA-accredited training providers and registered education institutions with proven expertise in electrical high-voltage safety, particularly for rail or heavy-industry environments. Applicants must hold current TETA accreditation for high-voltage safety instruction (3kV DC), have accredited assessors and moderators, and be able to deliver SAQA-aligned certification. Businesses without these accreditations, or without a CSD registration and valid SARS tax compliance PIN, should not apply. Consortia are eligible if a signed agreement designates the leading bidder.
