Appointment of a service provider for as-and-when-required background verification checks, including identity, qualifications, licences, professional registration and criminal records, for 12 months. Closes 12 November 2026 at 16:00 on eTenders.
Johannesburg Water SOC Ltd, a municipal entity of the City of Johannesburg, is seeking a suitably experienced service provider to conduct background verification checks on an as-and-when-required basis for a period of 12 months. The appointment is made through a request for quotation (RFQ JW153TN26), advertised on 5 November 2026, with a closing date of 12 November 2026 at 16:00. Submissions must be made on the National eTenders Portal. Quotations must be valid for 60 days and must include all applicable taxes, as non-compliance results in disqualification. Johannesburg Water does not guarantee a minimum number or value of requests.
The required scope covers a range of verification checks. Driver's licence and Professional Driving Permit (PrDP) checks must confirm authenticity, licence code, category, validity and expiry dates against the issuing authority. Identity verification must confirm identity numbers and personal particulars against an authorised source. Education checks include Matric or Grade 12 results, South African tertiary qualifications, and qualifications from other African countries and from countries outside Africa, with country-specific rates for foreign qualifications. Professional membership or registration must be verified with the relevant professional body, including category and current status. Criminal record checks must be fingerprint-based through authorised channels, with fingerprint capture arranged where required. Credit checks are limited to positions that require honesty in dealing with cash or finances, and must be supported by written candidate consent and the relevant job description.
Service delivery requirements are strict. Providers must offer a secure method for submitting requests, consent forms and documents, and for receiving results. They must confirm receipt of requests, flag incomplete information promptly, state turnaround times in working days from receipt of complete documentation, and notify Johannesburg Water of any delays. A designated account manager is required, along with capacity for both individual and bulk requests. Reports must distinguish between inconclusive checks, where information could not be verified, and confirmed discrepancies. The provider must comply with the Protection of Personal Information Act (POPIA), sign a confidentiality and personal information processing agreement before work begins, and maintain strong security safeguards. Pricing must be fixed for the full appointment period, with separate unit rates per verification type and full disclosure of institution, third-party, fingerprint, travel and administration charges. Bidders must also provide three client references for similar work, a company profile, their verification methodology and authorised information sources, and details of any subcontractors or third-party platforms. Bids are evaluated on an 80/20 price and specific goals basis, and bidders must be registered on the Central Supplier Database (CSD). Preference points are claimed through a valid B-BBEE certificate or compliant sworn affidavit.
Background screening, vetting and due diligence firms with verified access to South African and international verification sources, including SAQA-recognised education verification, DHA identity verification, SAPS fingerprint channels, professional body databases and driver licence verification. Suitable bidders must be CSD-registered, POPIA-compliant with secure data handling, able to provide three relevant client references, and hold a valid B-BBEE certificate or sworn affidavit. Businesses that are in the service of the state or on National Treasury's restricted supplier list are excluded. Smaller firms may bid if they can meet the capacity, turnaround and security requirements, either directly or through disclosed subcontractors or verification platforms. Joint ventures must provide a signed joint venture agreement.
