Supply and delivery of 100 x 5L diesel engine oil (SAE 15W-40, CI-4/SL) and 100 x 5L hydraulic oil (AW 69) to Inxuba Yethemba Local Municipality in the Eastern Cape. Quotations close 27 October 2026 at 12:00, with preference points for local and B-BBEE suppliers.
Inxuba Yethemba Local Municipality (IYM), based in Cradock in the Eastern Cape, has issued a Request for Quotation (RFQ No. IYM 02/10/2026Q, Notice No. 140/2026) for the supply and delivery of lubricating oils for municipal vehicles and equipment. The requirement covers 100 units of 5-litre diesel engine oil (SAE 15W-40, CI-4/SL specification) and 100 units of 5-litre hydraulic oil (AW 69 grade). Prices must be quoted per unit and in total, with VAT at 15% shown separately. The RFQ was advertised on 20 October 2026 and is categorised under general services on eTenders, although the scope is the supply of goods.
The quotation will be evaluated using the 80/20 preferential point system. Preference points are awarded for enterprises located within the municipality (scored as 0 points in the RFQ's locality table), within the Chris Hani District Municipality, within the Eastern Cape, or within South Africa, and for 100% Black-owned firms (10 points). Bidders must submit a municipal account or lease agreement to claim locality points and a valid B-BBEE certificate or sworn affidavit to claim B-BBEE points; failure to attach a B-BBEE Status Level Certificate results in the loss of those points. All prices are evaluated inclusive of VAT, unless the bidder is a non-VAT vendor, in which case prices are evaluated exclusive of VAT. The municipality is not obliged to accept the lowest or any quotation and may award the contract in full or in part.
Mandatory submission requirements include: active registration on the Central Supplier Database (CSD) with a CSD report; a SARS PIN or valid tax compliance certificate; certified copies of directors' identity documents; the completed municipal declarations MBD 4 and MBD 9 (SBD forms will not be considered and will lead to disqualification); a Declaration of Interest form, available from the Supply Chain Management office; and a municipal utility bill or lease agreement. Quotations must be signed or bear the company stamp and remain valid for 60 days from the closing date. Payment is made within 30 days after delivery of the goods. Quotations must be submitted in a sealed envelope, marked with the quotation number and the description 'Supply and Delivery of Oils', and deposited in the bid box at the Registry Office, IYM Offices, 1 JA Calata Street, Cradock, 5880, before 12:00 on 27 October 2026. Email submissions are not accepted, and late or incomplete quotations will not be considered. Enquiries about the RFQ can be directed to the Project Manager, Ms O. Tshona (048 801 5031, olwethu@iym.gov.za), and SCM queries to Tandolwetu Petelo (048 801 5159, tpetelo@iym.gov.za).

Bidders must be VAT-registered or clearly state their non-VAT status, be CSD-registered and tax-compliant, and be able to deliver to Cradock. Small and medium enterprises that can meet the document requirements are well suited to this RFQ.
