Appointment of an independent Environmental Assessment Practitioner to conduct the Scoping and Environmental Impact Assessment (S&EIA) for the expansion of three piggery projects in Gauteng. The Gauteng Department of Agriculture and Rural Development (GDARD) is seeking a qualified service provider to undertake the Scoping and Environmental Impact Assessment (S&EIA) process for the proposed expansion of three piggery projects. The expansions require Environmental Authorisation under the National Environmental Management Act (Act 107 of 1998) and the associated EIA Regulations, 2014, as amended. The appointed Environmental Assessment Practitioner (EAP) will facilitate the Basic Assessment process, identify potential environmental and social effects of the expansions, propose mitigation measures, and provide decision-makers with the information needed to grant or refuse Environmental Authorisation.
The three projects in scope are Kwa Mogobholi Piggery in Randfontein (West Rand District Municipality), Over Bellegings Piggery Project in Doornrandjies (City of Tshwane), and Blue Ice Dish Farming in Germiston (Ekurhuleni). In addition to Environmental Authorisation, the service provider must secure or coordinate the following approvals: Water Use Authorisation, Land Use and Zoning Approval, Building Plan Approval (compliant with National Building Regulations), Agricultural Land Approval, Waste Management Authorisation, Veterinary and Animal Health Compliance, Health and Safety Compliance, Fire and Disaster Management Approval, Electrical Compliance, Carcass Disposal Approval, and Biodiversity and Heritage Screening. The deliverable is a comprehensive S&EIA Report prepared in accordance with the specifications set out in the tender document.
The service provider must commence work within one week of appointment and attend an inception meeting with GDARD before resuming assigned duties. Quotations must be submitted by email to Ms. Thandiwe Zungu by 11:00 on 11 November 2026, be priced firm and inclusive of VAT, remain valid for 60 days, and state the delivery period. Bidders must complete the standard SBD 4 declaration of interest and the SBD 6.1 preference points claim form under the Preferential Procurement Regulations, 2022, where the 80/20 or 90/10 preference point system applies depending on the value. GDARD reserves the right not to award the RFQ and is not obliged to accept the lowest quotation.
Registered Environmental Assessment Practitioners (EAPs) and environmental consultancies with proven experience in NEMA Environmental Authorisation processes, EIA Regulations 2014 (as amended), and agricultural or livestock projects, particularly intensive piggery operations. Firms with multidisciplinary capability in water use licensing, waste management, biodiversity screening, and veterinary or animal health compliance will be well positioned. Businesses must be tax-compliant, not listed on the Register for Tender Defaulters or Restricted Suppliers list, and able to commence work within one week of appointment. Small and emerging firms may benefit from the specific goals preference points (HDI, women, youth, disability, and military veteran ownership).
