RFQ to supply and deliver halaal-certified meat products, including beef boerewors, chicken and beef cuts, to DFFE's Cape Town warehouse for an Antarctic voyage. Requires Halaal, ISO 22000/HACCP and veterinary approval certificates. Closes 20 November 2026.

Detailed Description

The Department of Forestry, Fisheries and the Environment (DFFE) has issued Request for Quotation (RFQ) DFFE 264 for the supply and delivery of halaal-certified fresh and processed meat products for the Marion Summer Repairs voyage of the SA Agulhas II. The SA Agulhas II is scheduled to depart for Antarctica via Marion Island in the first week of December 2026, with delivery expected on 7 December 2026 to the SANAP warehouse at East Pier Building, V&A Waterfront, Cape Town. The initial requirement list (Annexure A) covers non-pork halaal items in 20kg and 10kg pack sizes, including beef boerewors, beef ox-tail, beef diced meat, crumbed chicken, tenderised steak, Vienna's smoked chicken and chicken polony. Quantities are modest, but the order is time-critical and must meet strict food safety and cold-chain standards.

Bidders must meet several mandatory requirements at the closing date and time, or they will be disqualified. These include a Food Premises Certificate issued by the municipality in the bidder's name, a Halaal certificate for meat and poultry, ISO 22000 or HACCP with ISO 9001 or ISO 22002 certification, and a Certificate for Veterinary Approved Establishment. Products must comply with the Foodstuffs, Cosmetics and Disinfectants Act, the Health Act, the Meat Safety Act and the Trade Metrology Act, and must conform to SABS and agricultural product standards. Meat must come from state-approved abattoirs and be frozen using a quick-freeze nitrogen-tunnel method, with a core temperature of -18°C or lower maintained throughout transit, storage and delivery. Transport must use a refrigerated vehicle supplied by the service provider, and any consignment received above -18°C will be rejected. Products must have a minimum shelf life of 14 months, with vacuum packaging, labelled cartons (maximum 16kg, double-strapped) and inspection access for DFFE. Delivery must occur within 10 working days of an official order, during working hours (07:30 to 16:00), and penalties of up to 5% of the order value apply for non-compliance. Non-certified bidders may outsource the halaal component to a certified halaal supplier, provided they submit a joint venture or consortium arrangement and a supporting letter with their quotation.

For eligible suppliers, this tender offers a clearly defined, single-delivery contract with a government client and a strong focus on food safety and traceability. Quotations must include VAT, delivery costs and applicable taxes, and remain valid for 90 days from the closing date. Evaluation uses the 80/20 preference point system for quotations up to R1 million, with 80 points for price and 20 points for specific goals, where more than 50% ownership by Black people, women or people with disabilities applies. Bidders must submit a completed SBD 4 and SBD 6.1, a valid CSD registration report or MAAA number, and a SARS tax status PIN. Quotations are due by 11:00 on 20 November 2026 and should be emailed to RFQCT@dffe.gov.za, with Luxolo Matiwane as the contact (021 493 7244).

Suitable Businesses

This tender suits halaal-certified meat processors, wholesalers and distributors that hold veterinary-approved establishment certification, ISO 22000 or HACCP accreditation, and a municipal food premises certificate. Refrigerated logistics providers may also be suitable as partners. Non-certified suppliers can apply only through a joint venture or consortium with a certified halaal supplier, supported by a formal agreement letter. Businesses seeking preference points should be EMEs or QSEs with more than 50% ownership by Black people, women or people with disabilities. Bidders should be able to meet the tight timeline, the 14-month shelf-life requirement and the strict -18°C cold chain.
