Detailed Description

The Department of Forestry, Fisheries and the Environment (DFFE) has issued a Request for Quotation (RFQ 262, Cleaning Materials 2026/27) for the supply and delivery of cleaning materials, kitchenware and miscellaneous consumables. The goods are required for the Antarctic Island Voyage 2026 and must be delivered to the Department's East Pier Building 1, V&A Waterfront, Cape Town. The itemised requirement, set out in Annexure A, comprises 33 line items in three groups. The first is cleaning and laundry products, including carpet vacuum freshener powder, dishwashing liquid, laundry soap, fabric softener, bleach, oven cleaner, window and floor cleaners, polish, and air freshener. The second is kitchen hardware and crockery, including brass pot scourers, sponge scourers, scrubbing brushes, mops, a window squeegee, dustpans, kitchen scissors, a stainless steel flask, a non-stick frying pan, plastic laundry bowls, oven gloves and dishcloths. The third is miscellaneous items, including charcoal briquettes, firelighters, gas lighters, toothpicks, skewers, heavy-duty black refuse bags for a CP120 compactor, and bubblewrap. Quantities range from single units to 100 items per line. Pictures and brand names in the specification are for illustration only, and equivalent or similar brands will be accepted.

Suppliers must submit a quotation on company letterhead that reflects item descriptions, unit pricing, VAT per item where applicable, validity period, banking details, contact details and the Central Supplier Database (CSD) number. Prices must include all delivery costs and applicable taxes, and must remain firm until delivery, except for exchange-rate adjustments. Quotations are valid for 90 days from the closing date unless otherwise stated. Quotations must be emailed to RFQCT@dffe.gov.za, attention Luxolo Matiwane (tel. 021 493 7244), by 18 November 2026 at 11:00. Late submissions will not be considered. The RFQ requires completed SBD 4 and SBD 6.1 forms. Bidders must also provide proof of tax compliance, a SARS Tax Status PIN or CSD report, and a CIPC ownership certificate where specific-goals points are claimed. A Food Premises Certificate issued by the municipality in the name of the bidding company is a mandatory requirement, and bidders who fail to submit it will be disqualified. No goods may be delivered before an official order is issued, and failure to deliver within agreed timelines may lead to order cancellation and listing on National Treasury's Database of Restricted Suppliers.

The RFQ applies the 80/20 preference point system, under which 80 points are awarded for price and 20 points for specific goals, namely more than 50% ownership by Black people, women, or people living with disabilities. Specific-goals points are awarded only if supporting documents, such as a valid B-BBEE certificate or sworn affidavit, CIPC ownership documents, and for disability claims a medical certificate with a practice number, are submitted with the quotation. Joint ventures must submit a consolidated B-BBEE certificate in the name of all joined entities. DFFE reserves the right to verify all claims, negotiate prices with preferred bidders, and decline to appoint any bidder. The RFQ does not disclose an estimated contract value. Because the 80/20 system applies to quotations up to R1 million, the value is expected to fall within that range, though this should be confirmed with the buyer. The opportunity offers a clear, short-cycle supply contract with defined specifications, which suits suppliers that can deliver standard cleaning and household goods in bulk to a single Cape Town location within a tight timeframe.

Suitable Businesses

This tender suits suppliers, wholesalers and distributors of cleaning chemicals, janitorial and laundry products, kitchenware and general household consumables, particularly those based in or able to deliver to Cape Town. Businesses must be CSD-registered, tax compliant, able to provide a municipal Food Premises Certificate in the company's name, and able to quote on all or part of the 33 items with VAT and delivery included. Small and medium enterprises are well placed to apply, and bidders that are at least 51% owned by Black people, women, or people living with disabilities can claim up to 20 additional preference points with the required certificates. Manufacturers, brand-equivalent suppliers and multi-item distributors are likely to be most competitive. Businesses that cannot meet the delivery timelines or the mandatory certificate requirement should not apply.
