The National Department of Forestry, Fisheries and the Environment (DFFE) has issued Request for Quotation (RFQ) DFFEQ 260 LAB CONSUMABLES (26/27) for the supply and delivery of laboratory consumables and chemicals. The requirement covers approximately 44 line items grouped into several categories. Glassware includes amber and clear media bottles, wide-mouth bottles, Petri dishes, Pasteur pipettes, pipette bulbs, reservoir bottles for automatic burettes, and broken glass disposal boxes. The order also includes gum rubber and laboratory tubing in several diameters, Whatman GF/F glass microfiber filters, Kimwipes, tape-labelled tube labels, towel rolls, a Rocker 300 vacuum filtration system with a manifold, and personal protective equipment such as full-face respirator masks, half-facemask respirators and 3M filter cartridges.
The RFQ requires quotations on the bidder's letterhead, with item descriptions, validity period, banking details, contact details, and the CSD (Central Supplier Database) MAAA number. VAT must be shown per item where applicable. All delivery costs and applicable taxes, including VAT, PAYE, UIF and skills development levies, must be included in the bid price for delivery to the 2nd Floor, Foretrust Building, Foreshore, Cape Town. Prices must remain firm until delivery, except for exchange-rate adjustments. Quotations must be submitted by email to RFQCT@dffe.gov.za by 11:00 on 17 November 2026, and late submissions will not be accepted. Quotations are valid for 90 days from the closing date unless stated otherwise. Where brand names or pictures are used, equivalent brands will be accepted. No goods may be delivered before an official order is issued, and suppliers that miss agreed delivery timelines risk cancellation and listing on National Treasury's Database of Restricted Suppliers.
Evaluation uses an 80/20 preference point system for quotations up to R1 million, with 80 points for price and 20 points for specific goals, meaning more than 50% ownership by Black people, women or people with disabilities. To claim these points, bidders must submit a completed SBD 6.1 form, a B-BBEE certificate or sworn affidavit, CIPC ownership documents, and proof of disability where applicable. Bidders must also complete SBD 4, hold a valid CSD registration, provide a SARS Tax Status PIN, and remain tax compliant throughout the contract term. Note for prospective bidders: the RFQ lists a Food Premises Certificate from the municipality as a mandatory requirement, which may not relate to laboratory supplies. Also, the RFQ states a R1 million threshold for the 80/20 system, while SBD 6.1 refers to R50 million. Bidders should seek clarification from the buyer through the contact details provided before submitting.
Suitable for laboratory supply companies, scientific chemical and reagent distributors, glassware and plasticware suppliers, and PPE and filtration equipment vendors that can supply the full range or a substantial part of it, including equivalent brands. Businesses must be CSD registered, tax compliant, and able to quote with VAT and delivery included to Foreshore, Cape Town. Enterprises owned more than 50% by Black people, women or people with disabilities can claim the 20 specific-goals preference points by submitting the required certificates and forms. Smaller suppliers may also partner with larger distributors on a joint venture, but must submit a consolidated B-BBEE certificate in the joint venture's name to claim points. Bidders should confirm the Food Premises Certificate requirement and the preference threshold with DFFE before submitting.
