The Department of Water and Sanitation (DWS), Construction East, is inviting suppliers to submit quotations for the supply and delivery of waterproofing materials for the Mzimvubu Water Project in the Eastern Cape Province. The request is issued as Bid/RFQ reference RNS 11 and covers three line items: 40 units of 5-litre bitumen waterproofing paint, 20 units of 5-litre rubberised bitumen emulsion, and 25 Duram membrane rolls measuring 2000mm x 10m. These materials are typically used to protect water infrastructure such as concrete structures, reservoirs, and below-ground surfaces against moisture ingress and water damage. The contact person for technical enquiries is Mr Nicolus Mbambo (060 475 8171, MbamboN@dws.gov.za), and bidding procedure enquiries may be directed to Joyce Molapo (047 879 0932, MOLAPOJ@dws.gov.za).
Bidders must submit their responses by email to MOLAPOJ@DWS.GOV.ZA, copying GUMEDESE@DWS.GOV.ZA, by the closing date and time of 13 November 2026 at 11:00. Late submissions will not be accepted. Responses must be made on the official forms provided, which must not be retyped. The procurement is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2022, and the General Conditions of Contract (GCC). Mandatory documentation includes a valid SARS Tax Compliance Status PIN or printed TCS certificate, or a Central Supplier Database (CSD) number if no PIN is available. Consortia and joint ventures must submit separate tax documentation for each party. The declaration forms SBD 4 (declaration of interest) and SBD 6.1 (preference points claim) must be completed, and proof of signing authority, such as a company resolution, must be provided. The successful bidder will be required to sign a written contract (SBD 7). Failure to provide the required particulars may render a bid invalid.
The evaluation applies the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals. Points for specific goals are available for women ownership (5 points), disability ownership (5 points), youth ownership (5 points), location of enterprise in the Eastern Cape Province (2 points), and B-BBEE status level 1 to 2 for Qualifying Small Enterprises (QSE) or Exempted Micro Enterprises (EME) (3 points). Claims must be supported by documentary proof, which the organ of state may request at any time. Bidders should also complete the supplier information template, which is for reporting purposes only and does not affect evaluation. This tender offers suppliers an opportunity to supply construction-grade waterproofing products to a national water infrastructure project, and bidders with a local Eastern Cape presence and eligible ownership profiles may benefit from additional preference points.
This tender is best suited to suppliers and distributors of construction chemicals, waterproofing products, and building materials, particularly those able to deliver to the Eastern Cape. Businesses registered as Exempted Micro Enterprises (EME) or Qualifying Small Enterprises (QSE) with B-BBEE level 1 or 2 may gain additional preference points, as may enterprises that are at least 51% owned by women, youth, or people with disabilities, or that are based in the Eastern Cape. Bidders must hold a valid SARS tax compliance PIN or CSD registration and must not be persons in the service of the state, or companies or close corporations whose directors are persons in the service of the state. Small businesses that can meet the 5-litre and roll-size specifications and the closing deadline of 13 November 2026 at 11:00 should review the requirements carefully before submitting a bid.
