Supply and Delivery of Cleaning Materials

Ingquza Hill Local Municipality has invited suitably qualified and experienced suppliers to submit bids for the supply and delivery of cleaning materials under bid reference IHLM/76/2026-27/ADMIN. The requirement is for a recurring stock of 20 line items used to maintain hygiene and cleanliness at municipal facilities. The items include dishwashing liquid, hand soap, tile cleaner, bleach, Handy Andy, vinegar, floor polish, pine gel, Pinex, furniture polish, air freshener and fragrance products, and Godrej aer pocket fresheners. Paper and hygiene products are also included, namely 200 bales of 2-ply toilet paper (48 rolls of 350 sheets per roll, dermatologically safe) and 40 toilet brush sets. Cleaning equipment includes 60 replacement fan mop heads, 40 heavy-duty cotton mops with wooden handles, and 40 screw-fit brooms with wooden handles and plastic heads. Personal protective items comprise 10 boxes of latex-free disposable gloves (100 per box) and 10 boxes of 3-ply disposable face masks (100 per box). Four 5-metre extension cords are also required. Most cleaning chemicals are specified as SABS-approved, typically in 20-litre containers.

Bidders must price all items in Rand, inclusive of VAT and all delivery costs to the prescribed destination, and must offer firm prices, as non-firm prices will not be considered. The evaluation is based on 80 points for price and 20 points for specific goals. Specific goal points are awarded to companies owned by youth (4 points), women (6 points), people with disabilities (2 points) and black people (8 points), subject to supporting documentation such as a CSD registration report, ID copies of owners or directors, and a medical practitioner's letter for disability ownership. Bids must remain valid for 90 days after the closing date. Strict delivery dates will be enforced, and penalties will apply for late deliveries. Mandatory documents include a valid Full CSD proof of registration, completed and signed MBD 1 to MBD 9 declarations, a valid SARS Tax Compliance Status PIN printout, and a signed letter confirming that no undisputed municipal accounts are overdue by more than 30 days, with proof.

Bids must be submitted on the original municipal bid documentation, sealed, and clearly marked with the bid number and description. They must be hand-delivered to the Municipal Reception at 135 Main Street, Flagstaff, 4810 by 12:00 on 11 November 2026. Late, couriered, faxed or emailed bids will not be accepted. Successful bidders gain a contract with a public sector client that provides a predictable, recurring revenue stream, with payment within 30 days of receipt of a valid invoice and delivery note.
