Supply and Delivery of Floor Springs

Artscape, a national cultural institution listed as a Schedule 3A entity under the Public Finance Management Act, has issued a Request for Quotation (RFQ0119/2026) for the supply and delivery of 32 floor springs. The units are hydraulic door closers with a hold-open function, based on the TS 500NV open unit body or an equivalent product. Key features specified include closing force to EN 1-4 with variable adjustment, a mechanical hold-open that can be set at 85, 90, 105 or 120 degrees, individually adjustable closing speed, a hydraulic latching action that accelerates the door before it closes, and an integrated back check to slow doors that are thrown open forcefully. The springs must suit both right-hand and left-hand doors without conversion. Suppliers must submit a picture and specification sheet with their quotation. Brochures or catalogues are also accepted.

The goods are required within 7 days of receipt of a purchase order and must be delivered to D.F. Malan Street, Foreshore, Cape Town. Pricing must be firm and VAT-inclusive, and the quotation should state the brand and model offered, the unit price and the total. The Request for Quotation is governed by the Government Procurement General Conditions of Contract (July 2010). Artscape reserves the right to cancel a purchase order if goods are not delivered within the stipulated period. Responsive quotations will be evaluated on an 80/20 price and preference point system, with 80 points for price and 20 points for B-BBEE status. To be considered, suppliers must return the completed RFQ response and the following documents: a valid B-BBEE certificate or sworn affidavit, proof of SARS registration (tax number and PIN), and the Standard Bidding Documents SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 8 (Declaration of Abuse of the SCM System) and SBD 9 (Certificate of Independent Bid Determination). SBD 6.2 (Local Content Declaration) applies only where relevant. Suppliers must also provide a CSD registration number and a 36-digit CSD security code. Early engagement with the supply chain team is advisable to confirm product equivalence and stock availability, as the short delivery window favours suppliers holding stock or with reliable distribution channels.
