Laboratory Instruments Supply with 3-Year Service Plan

Ezemvelo KZN Wildlife, the provincial conservation agency for KwaZulu-Natal, is inviting firms to quote for the supply and delivery of laboratory instruments to its Midmar Water Care facility at Midmar Dam Nature Reserve, Howick. The request covers a COD thermoreactor (TR420 Spectroquant or approved equivalent with a low-range 0-150 mg/L test kit), a 3-channel portable multi-meter (HQ4300 with pH, conductivity, and dissolved oxygen probes), a 21-hole cuvette rack, a water-resistant stopwatch accurate to 0.01 seconds, a six-beaker floc tester (jar test apparatus) with stainless steel paddles and variable speed control, and two analytical weighing balances with 0.0001 g readability and 80 g capacity. Bidders must price each item excluding VAT and may also quote a fixed-price 3-year service plan covering preventive maintenance, calibration, labour, travel, standard service parts, and service reports for the thermoreactor, multi-meter, floc tester, and balances.

The tender is governed by National Treasury Regulation 16A, the Ezemvelo KZN Wildlife Supply Chain Management Policy, and the Preferential Procurement Regulations, 2022, using the 80/20 preference point system (80 points for price, 20 for specific goals). Specific-goal points are available for black ownership, black women, black youth, and black persons with disabilities (supported by CSD reports or a medical disability letter), as well as for businesses located in the uMgungundlovu District Municipality. Bidders must be registered on the Central Supplier Database (CSD) before the closing time, submit a valid SARS Tax Compliance Status PIN, and complete the standard bidding forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1). A mandatory requirement is a valid Manufacturer or Distributor Sales Authorization letter on official letterhead, including a product list matching the specification. Failure to provide this will render the bid non-responsive.

All equipment must be new, unused, and covered by a minimum 12-month manufacturer's warranty. Prices must be in South African Rand and include delivery, packaging, installation, commissioning, operational testing, user training, manuals, and accessories. Equivalent products are permitted if they meet or exceed the specifications, provided detailed datasheets and compliance documentation are supplied. Bidders must also describe their local technical support, maintenance arrangements, and spare parts availability. Quotations must be emailed as a single PDF (zipped if large) to procurement@kznwildlife.com, with the RFQ number in the subject line, by 11:00 on 9 November 2026. Offers must remain valid for 90 days from the closing date. Ezemvelo KZN Wildlife may appoint more than one supplier, make no appointment, or negotiate final prices with technically compliant bidders.
