Supply and delivery of local-content stainless steel toilet accessories and plumbing components, including grab rails, dispensers, wall-mounted bins, a booster pump and valves, for a water infrastructure project. Closes 10 November 2026 at 11:00.
The Department of Water and Sanitation is inviting quotations for the supply and delivery of local-content stainless steel materials for toilet structures at the Mzimvubu Water Project in the Eastern Cape Province. The request (reference RNS 16A, categorised as General Supplies) covers 16 line items that together fit out ablution facilities and related water supply components. The bid was published on 3 November 2026 and closes on 10 November 2026 at 11:00. Bids are to be submitted by email to MOLAPOJ@DWS.GOV.ZA, with a copy to GUMEDESE@DWS.GOV.ZA. The document is currently listed with a draft status, so bidders should confirm the final version and any amendments before submitting.
The items include accessibility and sanitation fittings such as paraplegic-compliant stainless steel side-bent grab rails (300x300mm) and cistern grab rails (750mm), lockable brushed stainless steel soap dispensers (1.2L), lockable two-roll toilet roll holders, stainless steel wall-mounted bins (21L), and stainless steel fold-down towel dispensers. Plumbing and water supply components include a centrifugal booster pump with controller (specification similar to a Jetcom 82, with a grey pump cover), a 28mm straight female and male coupler, a 28mm to 22mm reducer ring set, 22mm straight male couplers, a 16-20mm strainer, a spring-loaded non-return valve (22mm), a 22mm lever ball valve (DZR, CxC), and M6x55 expansion bolts for mounting. Quantities range from one to six units per item. Pricing is evaluated against the 80/20 preference point system, with 20 points allocated to specific goals: women ownership, disability ownership, youth ownership, Eastern Cape location, and B-BBEE level 1 or 2 status for QSEs and EMEs. The bidder must also complete the Local Content Declaration Summary Schedule (Annex C, SATS 1286:2011), with VAT excluded from all calculations. The document does not state a minimum local content percentage, so this should be confirmed with the buyer.
Bidders must provide a valid SARS Tax Compliance Status PIN or a printed TCS certificate, or a Central Supplier Database (CSD) number if no PIN is available. Consortia and joint ventures must submit a separate PIN or CSD number for each party. The required forms include the SBD4 declaration of interest, the SBD6.1 preference points claim form, the quotation/bid form, and the local content declaration. Bids must be submitted on the official forms without retyping, and late bids will not be considered. Suppliers who are persons in the service of the state, or who have directors in the service of the state, are excluded. For suppliers, the main benefit is a clear, locally focused opportunity to supply specialised stainless steel and plumbing products for a major public water project. Successful bidders will also be required to sign a written contract (SBD7).
Manufacturers, distributors and suppliers of stainless steel sanitation fittings, accessibility products (such as grab rails) and plumbing components, particularly those offering locally manufactured products. Businesses based in or supplying the Eastern Cape, and EME or QSE suppliers with B-BBEE level 1 or 2, are well placed to benefit from the preference points. Suppliers owned by women, youth or persons with disabilities may also claim specific goals points. Bidders must be tax compliant with a valid SARS TCS PIN or CSD registration, able to supply the full range or specific items, and able to provide a local content declaration. Businesses without stainless steel or plumbing product experience, or those unable to meet the 10 November 2026 email submission deadline, should not apply.
