Supply of Oil-Cooled Self-Cleaning Magnetic Separators

Eskom Holdings SOC Ltd, South Africa's state-owned electricity utility, has issued an open tender (reference E3743GXLPMAT) for the supply and delivery of an oil-cooled, self-cleaning magnetic separator with a 1.2 m width to its Matimba Power Station in Limpopo. The procurement is a once-off purchase covering the whole scope of work, and the successful supplier will deliver the equipment to site. The tender documents describe the equipment as a self-cleaning magnetic separator, and the magnet is required to be made of stainless steel. The tender is subject to the Eskom Conditions of Purchase and falls under Category 4 quality requirements.

Bidders must clear several mandatory gates. A tenderer must provide documentary proof of authorisation from the Original Equipment Manufacturer (OEM), such as an authorisation letter, accreditation certificate, or a support letter from an OEM-authorised distributor, or the bid is non-compliant. The stainless steel content is a designated local content item with a 100% threshold, so SBD 6.2 and Annexure C (Local Content Declaration) are mandatory where applicable. The functionality threshold is 70%, based on the following weighted criteria: proof of previous supply and delivery of at least one 1.2 m oil-cooled self-cleaner, with up to 35 points for five or more accepted orders; estimated lead time from purchase order to site delivery, with up to 15 points for 3 months or less; and a detailed supply and delivery method statement covering packaging, preservation, transportation and delivery, worth up to 50 points. Tenderers must also submit Eskom's acknowledgement of OHS and SHE requirements, an OHS plan, a baseline SHE risk assessment, a valid COIDA letter of good standing, and a CEO-signed OHS/SHE policy. The environmental evaluation requires a signed environmental policy, an aspects and impacts register, and a method statement, with a 90% threshold. Quality requirements include an ISO 9001:2015 certificate or evidence of a compliant QMS, a quality policy, quality objectives, and a Form A quality declaration.

Price is evaluated out of 80 points and specific goals out of 20 under PPPFA. The applicable preference system (80/20 or 90/10) will be determined by the lowest acceptable tender. Eskom will retain 2% of each invoice as security for Supplier Development and Localisation (SDL&I) obligations and will apply a 2% penalty for non-fulfilment. Payment terms for contracts below R50 million (including VAT) are 30 days from receipt of undisputed invoices. Tenders must be submitted electronically through the Eskom e-tendering portal by 24 November 2026 at 10:00, and the tender remains valid for 180 days after closing. Late tenders will not be accepted, and alternative tenders are not permitted. Suppliers must be registered on the National Treasury Central Supplier Database (CSD) before contract award.
