Mobile Compressor and Sandblasting Equipment Supply

The Department of Water and Sanitation (DWS), through its Eastern Operations unit, is inviting bids for the supply and delivery of specialised plant and maintenance equipment to Midmar Dam, located near Howick in KwaZulu-Natal. The requirement forms part of ongoing maintenance and corrosion-protection work on ageing mechanical and electrical infrastructure across the department's state dams in the eastern part of the country. The procurement covers four items: one mobile diesel-driven air compressor (approximately 5 m³/min at 7 bar, Kubota V1505T engine or similar), two dust-free sandblast pots (90-litre capacity, 230 V), one wire rope grease applicator (Viper Mini Mk III kit or equivalent, covering rope sizes 6 mm to 44 mm), and wire rope dressing grease (18 kg packs) suited to saltwater and underwater environments.

Bidders must satisfy a multi-phase evaluation. Mandatory returnable documents include a fully completed Bill of Quantities, pricing schedule SBD 3.1, and brochures for the compressor, sandblast pot, and grease applicator. Functionality is assessed on a pass/fail basis against the technical specifications, and non-compliant bids may be disqualified. Administrative compliance requires a valid CSD report and MAAA number, a SARS tax compliance status PIN, CIPC registration, a valid B-BBEE certificate or sworn affidavit, and signed SBD 1, SBD 4 and SBD 6.1 forms. Evaluation uses the 80/20 preference point system, with 80 points for price and up to 20 points for specific goals covering women, people with disability and youth ownership, provincial location (KwaZulu-Natal), and B-BBEE status level. Offers must be firm-priced and valid for 120 days after closing. Delivery costs must be included in the bid price, with payment made only after full delivery.

Bids must be submitted in a sealed envelope to the bid box at the entrance of Midmar Dam, R103 Prospect Road, Howick, 3290, or to the Supply Chain Management Office, before 11:00 on 11 November 2026.
