Polokwane Municipality seeks suppliers for a three-year supply of fire-fighting branches and knapsack fire pumps, meeting NFPA and SANS standards with local after-sales support. Closes 24 November 2026; evaluated 80/20 on price and specific goals.
Polokwane Municipality's Disaster Management and Fire Services unit is inviting bids for the supply and delivery of two categories of fire-fighting equipment over a three-year contract period, which begins once the Service Level Agreement is signed. The first category is a multi-purpose fire-fighting branch (nozzle) with an aluminium alloy body, hard-coat anodised finish, automatic pressure-variable flow, and a 65mm British Instantaneous inlet. The specified flow and pressure range is 350 to 950 litres per minute at 7 bar, with features including a flush-without-shutdown function, a stainless steel slide valve, a flow lock, impact-absorbing bumper, and provision for low- and multi-expansion foam aspirating attachments. The second category is a portable knapsack (backpack) fire pump, specified as a multi-purpose foam system ("PRO-PAK") for fire-fighting and HAZMAT applications. Key requirements include a 9 to 10 litre concentrate tank, a unit weight not exceeding 6 kg, an operating pressure range of 3 to 40 bar, a nominal flow of 45 l/min at 6.8 bar, a water tank of at least 20 litres, a manual double-acting pump, and an empty weight not exceeding 5 kg. Each unit must be supplied complete with a hose, spray lance, adjustable nozzle, shoulder harness, user manual, and warranty certificate. The equipment must be brand new, suitable for professional and heavy-duty municipal use, and approved to NFPA and SANS standards.
The tender sets out several service conditions. Successful bidders must have after-sales technical support available within South Africa, guarantee the availability of spare parts for at least five years, provide written confirmation of warranty support, and supply basic operator training, maintenance training, and English-language user manuals. Warranty response times for claims must not exceed seven working days. Bidders must also submit manufacturer technical data sheets, product brochures, warranty documentation, a spare parts catalogue, and proof that the offered equipment meets the specification. The municipality reserves the right to inspect equipment before acceptance and may request a demonstration model for field trials. Delivery is to Polokwane Municipality Fire Services within the period stated in the purchase order. Prices must include all costs, and the pricing schedule allows for escalation at CPI on each contract anniversary.
Bids close on 24 November 2026 at 10:00 and must be deposited in the bid box at the Civic Centre, corner Landdros Mare and Bodenstein Street, Polokwane. Evaluation has three phases. Phase one checks administrative compliance, including a valid CSD number, a tax compliance status certificate, a signed MBD forms set, a municipal rates clearance no older than three months, and certified IDs of directors. Phase two scores functionality out of 100, based on relevant experience (up to 60 points, supported by signed client reference letters) and financial standing (up to 40 points, supported by funding letters or bank statements not older than 30 days). Bidders must score at least 80 functionality points to proceed. Phase three evaluates price (80 points) and specific goals (20 points), covering black, female, disabled, and youth ownership, and residence within the Polokwane Municipality jurisdiction. Bids remain valid for 90 days. Several points should be clarified with the municipality before bidding: the document states both a 12-month and a five-year warranty, the briefing session is described as both "not applicable" and compulsory, quantities are not specified in the pricing schedule, and the category is listed as services although the scope is goods supply. Technical enquiries go to Mr. Mack Malinga (015 290 2627) and bidding procedure enquiries to Mr. Tiro Pilusa (015 290 2148).
Suppliers and distributors of fire-fighting equipment, authorised dealers or agents for fire-fighting equipment manufacturers, and safety and emergency equipment suppliers with the capacity to supply, warrant, and support NFPA- and SANS-compliant equipment in South Africa. Bidders should hold a valid CSD registration and tax compliance status, have proof of municipal rates and tax clearance, and have relevant experience with at least one to two similar projects, ideally with references from municipal or government clients. Businesses that can demonstrate funding capacity and meet the specific goals of ownership (black, female, disabled, youth, or local residence) may also score more competitively. Businesses that cannot provide local after-sales technical support or five-year spare parts availability should not apply.
