Overview

Summary

Supply and delivery of new EN 137:2006 Type 2 self-contained breathing apparatus (SCBA) sets for Polokwane Fire and Emergency Services over three years. Bidders must provide SANS/NFPA-approved equipment, five-year spares availability, and South African after-sales support.

Detailed Description

Polokwane Municipality, through its Community Services Directorate (Disaster Management and Fire Services), invites suppliers to tender for the supply and delivery of new self-contained breathing apparatus (SCBA) sets for a period of three years. The contract runs for three years from the signing of the Service Level Agreement, and delivery is to Polokwane Fire and Emergency Services within the timeframe stated in the purchase order. The bid is administered under bid number PM27-26/27. Bids close on 25 November 2026 at 10:00, and bids remain valid for 90 days after closing. A compulsory briefing session takes place on 3 November 2026 at 10:00 at the New Peter Mokaba Stadium Complex, Executive Lounge, 1st Floor. Non-attendance may invalidate a bid, so prospective bidders should plan to attend.

The scope covers complete, brand-new SCBA sets that meet EN 137:2006 Type 2 requirements and are CE marked for use in South Africa. Each set must include a composite back plate with harness, a first-stage reducer valve, medium and high-pressure hoses with a pressure gauge that reads at least 350 bar and includes a low-pressure warning whistle, a lung demand valve, and a facemask with a clear visor and head harness. Cylinders must be carbon composite with a 300 bar threaded valve, a 6.8 litre water capacity, and a 300 bar working pressure, painted canary yellow on the body and French grey on the shoulder and neck. The equipment must comply with NFPA and SANS standards where applicable, be suitable for IDLH atmospheres, and be rugged enough for professional firefighter use. Bidders must also supply proof of EN 137:2006 certification, a written confirmation of warranty support, and a guarantee of spare parts availability for at least five years. The contract includes basic familiarisation training, cleaning and maintenance training, English-language user manuals, and delivery testing (pre-use visual inspection, high-pressure leak test, alarm whistle test, face piece seal test, and hydrostatic testing of cylinders). The municipality may inspect and test equipment before acceptance.

Evaluation uses a two-phase process. Phase one checks administrative compliance, including a valid CSD number, a valid tax compliance status, signed MBD forms, municipal rates and taxes compliance, and attendance at the briefing. Phase two scores functionality out of 100, with 60 points for relevant experience (supported by signed reference letters from previous clients, where 5 or more similar projects earn full marks) and 40 points for financial standing (supported by funding letters, credit facility letters, or bank statements not older than 30 days). Bidders must score at least 80 functionality points to proceed. Phase three applies the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including ownership by black persons, women, persons with disabilities, youth, and residents within the Polokwane Municipality jurisdiction. Prices are subject to annual CPI-based escalation at each contract anniversary. Fixed prices must be stated in the pricing schedule, inclusive of all costs, with VAT shown separately.

This tender offers a stable, multi-year revenue opportunity to supply life-safety equipment to a municipal fire service, supporting firefighter safety and operational readiness in the Polokwane area. Successful bidders will gain a long-term public-sector client and a reference for future government contracts. Interested suppliers should review the full tender document on eTenders (www.etenders.gov.za) or the Polokwane Municipality website, and direct technical queries to Mr Theo Vermaak (015 290 2639, theov@polokwane.gov.za) and procurement queries to Mr Tiro Pilusa (015 290 2148, ScmEnquiries@polokwane.gov.za).

Suitable Businesses

Suppliers and distributors of SCBA and fire-service breathing apparatus, firefighting PPE providers, and safety equipment companies with EN 137:2006 certified products and a CSD registration. Bidders must be able to provide after-sales technical support and guaranteed spare parts for at least five years within South Africa, and demonstrate relevant experience (ideally 3 or more similar projects, supported by client references) and financial capacity to execute a three-year contract. Businesses must attend the compulsory briefing session on 3 November 2026. Enterprises that are majority-owned by historically disadvantaged groups or that are based within Polokwane Municipality may benefit from the specific goals preference points.
