Overhead Door Closers Supply and Delivery

Artscape, a national cultural institution listed as a Schedule 3A entity under the Public Finance Management Act, is requesting written price quotations (RFQ0118/2026) for the supply and delivery of 20 overhead door closers suitable for aluminium doors. The required specification is a closer with a 90-degree hold-open function and two valves for closing and speed adjustment, suitable for doors that open outwards and inwards. The procurement is classified as general supplies (goods) and falls within the quotation threshold of below R1,000,000, so it is conducted through a simplified request for quotation rather than a formal open tender.

Suppliers must submit a completed quotation on the RFQ response form, stating the brand and model, unit price and total price for 20 units, all inclusive of VAT and firm. A picture of the product being supplied must accompany the quotation, and brochures or catalogues may be included. Mandatory supporting documents are a valid BBBEE certificate or sworn affidavit and the supplier's SARS tax number and PIN. The standard bidding forms SBD 4 (declaration of interest), SBD 6.1 (preference points claim), SBD 6.2 (local content declaration, if applicable), SBD 8 (abuse of supply chain management system) and SBD 9 (certificate of independent bid determination) must also be completed, along with the CSD registration details and the 36-digit CSD security code. Suppliers are deemed to have accepted the Government Procurement General Conditions of Contract (July 2010).

Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for B-BBEE status. Delivery is required within 7 days of receipt of a purchase order, to D.F. Malan Street, Foreshore, Cape Town. Artscape reserves the right to cancel a purchase order if goods are not delivered within the stipulated period.
