Supply and delivery of a 650-litre skid-mounted firefighting pump unit with a 40 bar piston pump, 30m hoses and high-pressure nozzle for Polokwane Municipality Fire Services, over three years. Compulsory briefing on 3 November 2026; bids close 25 November 2026 at 10:00.
Polokwane Municipality, through its Community Services Directorate and the Disaster Management and Fire Services business unit, invites suitably qualified suppliers to tender for the supply and delivery of skid units for a period of three years. The skid unit is a portable, skid-mounted firefighting pump and water delivery system intended for emergency response. The specified unit includes a 40 bar piston pump delivering 17 to 20 litres per minute, a Honda GX160 engine (or approved equivalent) rated at 5.5 hp, a 650-litre plastic step tank mounted on a frame, two hose outlets with 30-metre 40 bar hydraulic hoses, a heavy-duty reel with handle, and a 22-inch high-pressure branch pipe/nozzle capable of a spray reach greater than 5 metres. All equipment must comply with NFPA and SANS standards, and delivery must be completed within six weeks of receiving an official order. The contract term is three years from the signing of the Service Level Agreement, with pricing subject to annual escalation at the Consumer Price Index.
Bidders must meet strict administrative requirements. Attendance at the compulsory briefing session on Tuesday 3 November 2026 at 10:00, New Peter Mokaba Stadium Complex (Executive Lounge, 1st Floor), is a critical criterion, and non-attendance will invalidate a bid. Bids must be submitted in a sealed envelope marked with the bid number and deposited in the bid box at the Civic Centre, corner Landdros Mare and Bodenstein Streets, Polokwane, by 10:00 on 25 November 2026. Late bids will not be considered. Mandatory documentation includes a valid Central Supplier Database (CSD) number, a valid tax compliance status certificate or PIN, certified ID copies of all directors and shareholders, proof that municipal rates and accounts are paid in full (not more than three months in arrears), and fully completed and signed MBD forms (MBD1, MBD4, MBD5, MBD6.1, MBD8 and MBD9). The pricing schedule must be completed in black ink, with all pages initialled. Bids remain valid for 90 days after the closing date. Bid documents are available free of charge from the eTenders portal (www.etenders.gov.za) and the Polokwane Municipality website (www.polokwane.gov.za).
Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including black, female, disabled, and youth ownership of at least 51% and residence within the Polokwane Municipality jurisdiction. The municipality is not obliged to accept the lowest bid and reserves the right to negotiate further conditions with the successful bidder. Enquiries may be directed to Mr. Thabang Mkhize (015 290 2257, thababangmk@polokwane.gov.za) for technical matters, Mr. Tiro Pilusa (015 290 2148, tirop@polokwane.gov.za) for general enquiries, or the SCM office at ScmEnquiries@polokwane.gov.za. Bidders are warned to verify any requests for personal information or payment, as the municipality operates under a zero-tolerance policy on fraud and corruption and does not solicit gratification from service providers.
Suppliers and distributors of firefighting, fire pump, and emergency response equipment, particularly those able to supply NFPA- and SANS-compliant skid-mounted units with the specified technical features. Applicants must hold a valid CSD registration and tax compliance status, have no municipal arrears, be able to deliver within six weeks of an order, and attend the compulsory briefing on 3 November 2026. Businesses that are black-, female-, disabled-, or youth-owned (51% or more) or that reside within the Polokwane Municipality jurisdiction can claim additional preference points. Larger equipment manufacturers and authorised dealers may also be suitable, provided they can meet the technical specifications and Service Level Agreement requirements.
