Supply, delivery and installation of 100% locally produced curtains, lace and roller blinds for the Dining Hall and Accommodation Rooms at the Department of Water and Sanitation's Infrastructure Branch Training Centre in Roodeplaat, Pretoria. Requires CIDB grading 1GB. Closes 18 November 2026.
The Department of Water and Sanitation (DWS) is seeking a registered contractor to supply, deliver and install local content curtains and roller blinds at its Infrastructure Branch Training Centre (IBTC) at Roodeplaat, Dam Access Road, off Kwa Mhlanga Road (R573), near Pretoria in Gauteng. The scope covers the Dining Hall and the Accommodation Rooms. For the Dining Hall, the work includes 13 blockout curtain panels in earth colour across ten sizes, from 87cm to 5.8m in width, each 2.8m in length. Two 2.9m x 2.3m roller blinds in blockout gold are also required. For the Accommodation Rooms, 30 curtain sets are needed, 15 measuring 2.3m x 2.2m and 15 measuring 2.5m x 2.2m. Each price must include blockout curtain fabric, cream sheer lace, and double wave curtain rails. The installation work involves re-installing the available IBTC rods combined with new wave rails, and fitting the curtains, lace and roller blinds. Bidders must quote strictly to specification, and no deviations are accepted.
Eligibility and compliance are strict. Bidders must hold a valid CIDB contractor grading of at least 1GB, submit proof of registration with the bid, and provide a valid COIDA certificate. Only locally produced or manufactured fabric products made from local raw materials are considered, and the minimum local content threshold for fabric and material is 100%, as set by the dtic. Bidders must complete Annexure C (Local Production and Content), the local content declaration, and a letter from the local manufacturer confirming local production and the types and sizes of items supplied. Exemption from the dtic is only available in limited cases. The mandatory compulsory site briefing is on 12 November 2026 at 10:00 at the IBTC. Compliant bidders will then be asked to submit samples of each product type for DWS approval before final evaluation. Bids close on 18 November 2026 at 11:00. Bidders should confirm the bid box address with the SCM office, as the tender document lists both the Mthatha Dam offices and the Roodeplaat site.
The contract is evaluated on an 80/20 preference point system, with 20 points available for specific goals. These include ownership by women, people with disabilities and youth (5 points each), Gauteng location (2 points), and B-BBEE Level 1 or 2 status for EMEs and QSEs (3 points). Orders are placed as requirements arise, and quantities are not guaranteed. Supply is due within 14 days of a DWS purchase order. Prices must be firm, all-inclusive of VAT and delivery, and valid for 120 days. Payment is made monthly by EFT within 30 days of receipt of a valid tax invoice, with no upfront payment. Delivery and installation are permitted Monday to Friday, 07:15 to 15:00, excluding public holidays and 23 December to 6 January. Rejected items must be removed and replaced at the supplier's cost. This tender offers local manufacturers and fabric suppliers a stable government contract and a chance to build a track record with a national department.
This tender suits CIDB-registered contractors graded 1GB or higher with interior fit-out or soft furnishing capability, and local manufacturers of blockout curtains, lace and roller blinds that can meet the 100% local content requirement and provide a manufacturer's letter. Gauteng-based businesses benefit from the location preference. EMEs, QSEs, and enterprises owned by women, youth or people with disabilities can claim specific-goal points if they hold valid B-BBEE certificates or affidavits and ownership documents. Retailers or importers without local manufacturing capacity or a dtic exemption should not apply.
