The Buffalo City Metropolitan Development Agency (BCMDA) invites suitably qualified service providers to submit formal written quotations for the supply, delivery and installation of marketing and promotional materials for the Duncan Village Community Tourism Organisation (DVCTO), East London, Eastern Cape. The project aims to raise the profile of Duncan Village as a community tourism destination through a coordinated set of physical and digital promotional assets. The scope comprises six components: five side-road directional tourism signboards (1400mm x 500mm, galvanised steel frames on concrete-set poles, including installation); five deluxe steel gazebos (approximately 3m x 3m) suitable for exhibitions and events; five telescopic promotional banners (3m); five premium backdrop banners (2.5m x 2.5m, 440–510 gsm outdoor PVC with reinforced edges and eyelets); a professionally produced marketing video showcasing local attractions, heritage, cultural activities, businesses and community members; and 150 new 64GB USB flash drives containing the approved video, with QR codes linking to updated tourism information.
All designs must follow an approval workflow in which BCMDA and DVCTO supply or confirm branding, the service provider submits concepts, and no production begins without written artwork approval. Signboards must comply with road traffic and municipal signage regulations, and the video must use appropriately licensed music, footage and third-party material. The full project must be delivered within six weeks of the inception meeting, with a proposed delivery programme, a written warranty covering manufacturing and workmanship defects, and immediate communication of any delays. Bidders must meet the mandatory requirement of submitting at least two letters of reference or completion certificates for previous marketing or promotional material supply projects with an aggregate value of at least R100 000; purchase orders, invoices and appointment letters are not accepted for this purpose.
Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including B-BBEE Level 1 status (8 points), location within the BCMM municipal area (2 points), majority black women ownership (4 points), majority black youth ownership (4 points) and majority disabled-person ownership (2 points). Mandatory compliance documents include MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9, the Declaration of Bidder, a CSD summary report, proof that municipal accounts or rates are not in arrears for over three months (for the company and its directors), and all prices inclusive of VAT. Quotations must be hard copy, signed, sealed and deposited in the tender box at 69 Frere Road, Vincent, East London (use the Windsor Road entrance) by 12:00 on 9 November 2026; emailed, faxed or late submissions will not be accepted. Signage and printing companies, advertising and marketing agencies, event equipment suppliers, and audiovisual or video production companies with experience in outdoor signage, large-format printing and promotional media. Businesses must be CSD-registered, meet the R100 000 prior-project experience requirement, and be able to deliver a combined project within six weeks. Enterprises located in the BCMM area, or owned by black women, black youth or persons with disabilities, may claim additional specific-goal points. Consortia with complementary skills in design, fabrication and filming are also well suited.
