Motorcycle Test Machine Supply, Installation & Maintenance

Swellendam Municipality has issued a quotation notice for the supply, installation and three-year maintenance of a motorcycle test machine that is compliant with the Road Traffic Management Corporation (RTMC) requirements. The equipment is intended for practical motorcycle driving tests, specifically K53 Code A and A1 testing. Its primary function is to support the licensing of motorcycle riders within the municipal driving licence testing facility, so the system must be capable of conducting assessments in line with national standards.

The mandatory specifications are strict. The machine must be RTMC compliant and approved by the South African Bureau of Standards (SABS) for K53 Code A and A1 motorcycle testing. It must also be fully compliant with the requirements of the K53 Practical Driving Test Volume 3: Motorcycles. Bidders must provide proof of each of these certifications with their quotation. In addition, the product and its equipment must interface and operate with the eNaTIS Driving Licence Testing Centre (DLTC) system, and proof of this integration must also be supplied. The scope covers supply, delivery, installation, commissioning and maintenance for a period of three years.

Quotations must be submitted in a sealed envelope, clearly marked with the quotation number and description, and placed in the Municipal Quotation Box at the Supply Chain Management Offices, 11 Lind Street, Swellendam, before 11:00 on 13 November 2026. Only the prescribed quotation documents may be used, and a valid SARS Tax Compliance Status PIN must be included. Late quotations, and quotations submitted by email or facsimile, will not be considered. Evaluation will follow the 80/20 preference point system. Bids remain valid for 60 days from the closing date. Council is not obliged to accept the lowest or any quotation and may accept all or part of a quotation. Quotation documents are available from the Supply Chain Management Unit, and technical enquiries must be submitted in writing to the responsible official named in the notice. No enquiries will be handled in the final two days before closing.
