Supply, installation, testing, commissioning and 3-year maintenance of eye clinic equipment for Transnet's Phelophepa healthcare trains. Requires SAHPRA-compliant, rail-rated, vandal-proof devices, a 12-month warranty and a 1-day breakdown response. A compulsory site briefing applies.
Transnet Engineering (Coaches business) is inviting proposals for the supply, installation, testing, commissioning and a three-year maintenance and repair contract for new ophthalmic (eye clinic) equipment to be fitted into the Phelophepa Health Trainsets. These mobile healthcare trains deliver eye care and related services to communities across South Africa, with the reception and workshop coaches rotating between provinces throughout the year, including Eastern Cape, Free State, Gauteng, North West, Western Cape, KwaZulu-Natal, Mpumalanga, Limpopo and Northern Cape. The scope covers a defined list of equipment, including auto-refractors, a combined tonorefractor, an auto-tonometer, a handheld auto-refractor, a handheld digital fundus camera, a slit lamp microscope, an auto vertometer, a lens edger and polisher, hydraulic examination tables, a chair and stand kit, a digital Snellen chart display, a portable diagnostic set, a voltage regulator and a submersible pump. Several items are specified by reference models, with equivalent products accepted subject to full technical compliance.
The equipment must be designed for a rail environment. Coaches are exposed to longitudinal, lateral and vertical accelerations of up to 5G, 1.5G and 2G respectively, operating speeds of around 90 km/h, ambient temperatures from -15 °C to 50 °C, altitudes up to 1,800 m, high humidity and corrosive coastal air, and dusty inland conditions. Equipment must be robust, vandal-proof and easy to use by rotating student interns and volunteers with minimal training, support fast patient throughput, tolerate alcohol-based disinfectants, avoid crevices where dust collects, function offline, and accommodate paediatric, geriatric and special-needs patients. Bidders must comply with SAHPRA requirements, hold ISO 13485:2016 quality management certification and a SAHPRA Medical Device Establishment Licence, and adhere to the referenced quality assurance specification. Bidders must also confirm that products will not be phased out within 10 years, or provide life-cycle documentation where this is not practical, and must provide original OEM datasheets, a design proposal and a clause-by-clause compliance response.
The maintenance component requires a detailed methodology covering scheduled OEM-based maintenance, daily operator checks, work breakdowns, locations aligned to the train schedule, specialised tools, spares, human resources, safety gear and estimated durations. Work will take place while trains are in service and, in some cases, under live overhead lines, so safe working under moving-train rules must be built into the methodology. Bidders must provide valid OEM accreditation certificates, confirm a South African footprint for spares and technical support, and maintain accreditation for the contract term. The specification calls for a 12-month minimum warranty starting from commissioning, a 1-day response to breakdowns, and a 48-hour limit for warranty repairs. Evaluation is weighted at 85% for functionality, with a minimum threshold, and 80/20 for price and B-BBEE specific goals. Technical scoring includes compliance, brochures, maintenance methodology, reference letters for similar work and delivery lead time. Pricing must be submitted electronically on the eSupplier portal in South African Rand, inclusive of VAT. A compulsory site briefing will be held in Salt River, Cape Town, and bidders who do not attend, with a signed certificate of attendance, will be disqualified. Bids are valid for 180 business days. Given the scale of the requirement and the technical and regulatory demands, the opportunity is best suited to experienced ophthalmic equipment suppliers with proven OEM partnerships.
Ophthalmic and medical device suppliers or OEM-authorised distributors with SAHPRA Medical Device Establishment Licence and ISO 13485:2016 certification; accredited service providers able to maintain OEM accreditation for the 3-year term and demonstrate a South African spares and technical support footprint; rail or engineering integrators with experience fitting equipment into rail coaches and meeting rail-environment and moving-train safety requirements; and B-BBEE contributors (preference points apply to Level 1 and 2 and to qualifying ownership categories). Optical retailers or general equipment suppliers without OEM accreditation and clinical-grade product experience are unlikely to meet the mandatory requirements. Bidders must attend the compulsory site briefing in Salt River, Cape Town.
