Panel appointment for suppliers to supply, deliver and offload steel casing, drilling tools, fencing wire, posts and cement for Department of Agriculture fencing and borehole projects over 36 months. Compulsory briefing 2 Nov 2026; closes 18 Nov 2026.
The Department of Agriculture's Directorate Infrastructure Support (D:IS) is establishing a panel of service providers to supply, deliver and offload specified construction materials for two programmes: the animal disease control fence between the Kruger National Park and the rest of South Africa, and the groundwater drilling unit, which develops boreholes for stock water in all nine provinces. Materials are delivered to the D:IS construction and storage depot at 1 Thabo Mbeki Drive, Modimolle, Limpopo, for a period of 36 months. Panel members are not guaranteed volumes. Each time a specific need arises, panel members compete on price for individual task orders.
The specified materials are detailed in the Terms of Reference and include: 177mm and 140mm plain steel borehole casing (6m lengths, 4 to 4.5mm wall thickness); DTH drill hammers, drill bits (165mm, 216mm and 254mm), 114mm drill rods and stabiliser/guide rods (141mm and 171mm); universal I-beams (305x102x25kg/m, SANS 1062 and SANS 1431); tubular line posts (219mm, 3.5mm wall); 12mm fully galvanised stay wire; 2.0mm double-twist barbed wire (840m rolls, minimum 50kg); 2.5mm galvanised binding wire; Y-standards with bitumen coating (CKS 82); treated hardwood droppers (CCA, H3 or higher); CEM I/II 42.5N cement in 50kg bags (SANS 50197-1); concrete crusher-run mix; and round, square and solid mild steel tubing and reinforcing bar. Specifications set strict tolerances, and oval, bent or deformed items will be rejected. Suppliers must also be able to provide SABS or SANS-certified products where required. Any deviation from the specification requires prior written approval from the Department.
Bidders must attend a compulsory on-site briefing at Modimolle on 2 November 2026 at 11:00, or they will be disqualified. Mandatory requirements include proof of a delivery truck with a payload of at least 7,000kg (certified licence and registration, or a signed letter of intent from a vehicle leasing company) and a CSD registration with a valid Tax Compliance Status PIN. Bids are first evaluated on functionality, with a minimum of 60 out of 100 points required. Experience counts for 40 points, based on reference letters from previous corporate or government clients for building, fencing or drilling material deliveries over the last 10 years, with five or more references scoring highest. Ability and capability counts for 60 points, based on proven supply projects of at least R250,000 each. Delivery must take place within 60 working days of an official order, and late delivery leads to cancellation and removal from the panel. Payment is made after inspection and approval of the delivered goods against the specification and a valid invoice. Preference points are claimed under the 80/20 system, with specific goals including HDI ownership, female, disabled, youth and locality ownership. Bidders must submit SBD forms 1, 3, 4, 5, 6.1 and the General Conditions of Contract. The closing date is 18 November 2026 at 11:00, and technical enquiries go to Mr Koos du Plessis and Mr Charl du Toit.
