The Development Bank of Southern Africa (DBSA) has issued Request for Proposal RFP185/2026 for the appointment of a security services company to protect the live construction site of the Raising of Tzaneen Dam wall project in Limpopo Province. The project is being implemented on behalf of the Department of Water and Sanitation (Construction North), and the contract runs for a period of 14 months. The successful provider will deliver 24-hour, seven-day-a-week guarding, with eight Grade C security officers on the day shift (06h00 to 18h00) and eight on the night shift (18h00 to 06h00), plus an additional quadbike for security aiding. Pricing is requested across several posts, including armed and unarmed positions at the main access gate, site office, batching plant and Gate 3.
Key operational requirements include access control, personnel and vehicle searching, hourly patrols, escorting visitors, incident reporting and enforcement of the Control of Access to Public Premises and Vehicles Act, 1985. Bidders must demonstrate PSIRA registration for the company and its directors, valid PSIRA certificates for all officers, and a Letter of Good Standing from COIDA. Security personnel must be screened by SAPS and the State Security Agency before deployment. Firearms must comply with the Firearms Control Act, 2000, and the provider must supply uniforms, radios, registers, PPE and ongoing in-service training at its own cost. Monthly, incident and investigation reporting is required, along with a senior manager available for liaison.
Evaluation is staged: administrative responsiveness and pre-qualifying criteria (including attendance at the compulsory site briefing on 06 November 2026, at least two completed security projects of R5 million or more in the last five years, valid CSD registration and tax compliance, and a Letter of Intent for R10 million public liability insurance), followed by scoring of price (80 points) and B-BBEE and geographic localisation (20 points). Priority is given to SMMEs from the immediate project locality, expanding outward to the local municipality, district and province. Bids must be submitted electronically via a OneDrive link requested by email from nokuthulascm@dbsa.org by 19 November 2026, with closing at 23:55 on 23 November 2026, and must remain valid for 90 days.
This tender is suited to PSIRA-registered private security companies with Grade C-qualified guards, firearm compliance capability, and experience securing active construction or infrastructure sites. Businesses must be CSD registered and tax compliant, able to meet the R10 million public liability requirement, and have completed at least two security contracts of R5 million or more in the last five years. Small security firms and SMMEs based in Limpopo, particularly in or near Tzaneen, are strongly encouraged to apply because local SMME locality is prioritised. Consortia or subcontracting arrangements are permitted only with signed agreements and the lead entity clearly identified; the contract may not be subcontracted in its entirety.
