Once-Off Diesel Engine and Pump Servicing

The Central Energy Fund (CEF) SOC Ltd is seeking a qualified service provider for a once-off servicing contract covering diesel engines and related pumping equipment at the SANPC Refinery, 1 Refinery Road, Isipingo, Prospecton, Durban. The request for quotation (RFQ), reference DIESEL/11/2026, is issued under the Preferential Procurement Policy Framework Act using the 80/20 preference point system, as the estimated value is below R50 million including taxes. The scope of work, detailed in Annexure D, is organised around five pump units (P3301B, P3310, P1134A, P1134B and a Williams pump) plus diesel engine servicing as described in the RFQ. Bidders must provide an all-inclusive pricing offer covering the full scope, with each item broken down into total cost, technician, assistant, consumables, spares, subtotal excluding VAT, VAT at 15% and total including VAT. A lump-sum travel fee and any other clearly specified costs must also be included, with a final total for all five pumps. Prices must be quoted in South African Rand on a fixed-price basis.

Bidders must attend a compulsory site visit on 11 November 2026 at 11:00 and RSVP to tenderbriefing@cefgroup.co.za. Quotations must be emailed to scm-facility@cefgroup.co.za by 12:00 on 19 November 2026, and link-based submissions will not be accepted. Mandatory returnable documents include the completed Invitation to Bid (SBD 1), the Declaration of Interest (SBD 4), the Preference Points Claim Form (SBD 6.1), a valid SARS Tax Compliance Status PIN or CSD number, and a completed CEF KYC questionnaire covering sanctions, data protection, ethics and integrity, financial standing and litigation. Essential documents include a valid B-BBEE verification certificate or sworn affidavit, since failure to supply one results in zero preference points. Quotations must remain valid for 90 days from the closing date. CEF reserves the right to conduct security screening by the State Security Agency before appointment, to negotiate post-tender, and to split or partially award the work.

Preference points are awarded on a 100-point scale, with 80 points for price and up to 20 points for specific goals: 10 for enterprises at least 51% owned by black persons, 5 for women-owned enterprises, 3 for youth-owned enterprises and 2 for enterprises at least 10% owned by persons with disabilities. The contract will be awarded to the highest-scoring bidder unless objective criteria justify otherwise. Note that the scope schedule refers to pumps and the title refers to diesel engines, so bidders should clarify the full equipment list during the compulsory site visit. Bidders are also advised that canvassing CEF officials during the evaluation period may lead to disqualification.
