Outright purchase of enterprise-engineered IT infrastructure for the Deeds Registration Trading Entity, including servers, SAN storage, backup, networking, a data centre and disaster recovery site, with 60 months of support and maintenance. Bidders need at least three completed projects of R5M or more each, with reference letters. Compulsory briefing: 9 November 2026.

Detailed Description

The Department of Land Reform and Rural Development, through the Office of the Chief Registrar of Deeds, is inviting bids from qualified service providers for the outright purchase of enterprise-engineered IT infrastructure for the Deeds Registration Trading Entity. The requirement covers a data centre and disaster recovery site, including 42U racks, high-performance rackmount servers, SAN storage arrays, backup storage, data centre network switches, SAN switches, and SAN/Fibre Channel and operating systems and core software. The scope also includes backup software licences and a data loss prevention (DLP) solution, on premises or cloud, with licence subscriptions of up to five years. Additional deliverables include data migration to the data centre and DR site, project management from initiation to close-out, and five years of annual support and maintenance (Years 1 to 5). Bidders must price the full scope on a ceiling-price basis, inclusive of all applicable taxes, with payments made on a time and cost basis upon completion of agreed deliverables.

To qualify, bidders must demonstrate proven experience in implementing enterprise-engineered hardware and servers, with completed projects of at least R5 million each that included three years of support and maintenance. Only projects of similar scope (servers, storage, SAN switches, networking, backup storage and disaster recovery sites) will be considered. Supporting reference letters must be on client letterhead, signed by an authorised client representative, state the contract value, project period and confirmation of successful completion, and must not relate to work older than ten years from the closing date. Contracts, SLAs, appointment letters, purchase orders and invoices are not accepted as proof of experience. Bidders must also provide a valid Tax Compliance Status PIN or CSD number, a Standard Bidding Documents (SBD) signing authority resolution, and a completed SBD 6.1 preference points claim form under the 80/20 system (80 points for price, 20 for specific goals including HDI, female ownership, disability, youth and locality).

Attendance at the compulsory briefing session on 9 November 2026 at Berea Park is required for this bid. The closing date is 24 November 2026 at 11:00, and bids must be deposited in the bid box at 600 Lilian Ngoyi Street, Pretoria, in a sealed envelope marked with the bidder's name and address, bid number and closing date. Bids are valid for 90 days from the closing date. This opportunity benefits established enterprise IT infrastructure integrators and government technology suppliers that can deliver large, complex, secure data centre and disaster recovery solutions and provide long-term support, while giving the Deeds Registration Trading Entity a resilient, modern platform for land registration services.
