Third Party Payment Services

The City of Cape Town is inviting tenders for the provision of third party payment services to enhance the payment experience for municipal accounts and other services. The successful bidder will be responsible for implementing a robust payment processing system that includes both Assisted Point of Sale (POS) and E-Commerce services. Key requirements include validation of municipal account numbers, issuance of receipts, and ensuring compliance with Payment Card Industry (PCI) standards. The service provider must demonstrate a national footprint with at least two major retail partnerships and provide a seamless user experience across various payment methods, including cash, debit, and credit cards.

The contract will span 72 months and is subject to the approval of a Municipal Finance Management Act (MFMA) Section 33 process. The selected provider will be expected to ensure high transaction speeds, robust security measures, and regular reporting on service performance. This initiative aims to maximize revenue collection efficiency while providing residents with convenient payment options. Interested parties must be registered with the Payment Association of South Africa and demonstrate compliance with all relevant financial regulations.
