Supply of Distribution Transformers

Eskom Holdings SOC Ltd has issued tender E3738DXLIMOU for the supply of various types of distribution transformers within the LimLanga Cluster on an as-and-when required basis over a period of twenty-four (24) months. The requirement covers mainly MV pole-mounted distribution transformers ranging from 16 kVA to 500 kVA, with primary voltage ratings of 11 kV and 22 kV and secondary ratings of 242 V, 420 V, or +242/-242 V, depending on the SAP material item. The listed items include standard pole-mounted units, 315 kVA and 500 kVA units, and a specified coastal 500 kVA 22 kV/420 V distribution transformer. The transformers are needed for construction, maintenance, refurbishment, network strengthening, new customer connections, fault repairs and emergency restoration across the Cluster.

The supplier must provide transformers that conform to applicable Eskom specifications (including 240-45395762 and the technical evaluation criteria 240-128700801 Rev 3), approved drawings, and relevant South African National Standards such as SANS 780 and SANS 60076. Evaluation is conducted in stages: mandatory technical returnables (including technical A and B schedules, OEM general arrangement drawings, and loss compliance), a functional technical evaluation with an 80% minimum threshold covering insulation levels, temperature rise, tapping ranges, interlayer stress, clearances and type and routine test reports, and a factory assessment of each manufacturing facility. Bidders that are not OEMs must make the manufacturer available for factory assessment. Mandatory contractual requirements include CSD registration and ISO 9001 certification, and quality documentation includes Form A, the List of Tender Returnables, the Supplier Quality Management Specification (240-105658000), a Contract Quality Plan and a Quality Control Plan/Inspection Test Plan. Local content requirements apply under the designated sector provisions (Class 0 threshold of 90%), and SDL&I requirements apply under the attached strategy document.

The contract is structured under the NEC framework and priced in ZAR with Contract Price Adjustment applicable from year two for contracts exceeding 12 months, subject to the payment method rules for any imported content. The 90/10 preference point system applies, with points for price and B-BBEE specific goals. Eskom's standard payment terms are 30 days for contracts below R50 million and 60 days above that threshold. The tender is an open invitation with a non-compulsory clarification meeting on 3 November 2026 and a closing date of 19 November 2026 at 10:00, with submissions made electronically via the Eskom e-tendering portal. Note that the Invitation to Tender states this enquiry establishes an interim contract that will cease once the Distribution Division national contract is in place, so suppliers should consider the potential duration of the award.
