Emakhazeni Local Municipality, based at 25 Scheepers Street, Belfast, Mpumalanga, invites tenders from experienced service providers for the appointment of a panel of advertising agencies for a period of thirty-six (36) months. The panel will provide advertising services to the municipality on an as-and-when-required basis. Appointment under this tender does not guarantee any minimum volume of work, expenditure, advertising placements, publications or income during the contract period.
The successful service providers will be responsible for reviewing and editing text for grammar, style, punctuation and spelling in all official languages, including advertisements, official notices, promotional articles and ad hoc publications. They will design and prepare layouts for municipal approval, publish approved materials in media platforms as instructed, and ensure consistency with the municipality's branding and corporate identity, including logo use. Providers must submit proofs within 24 hours of request, acknowledge instructions within one working day, designate a dedicated contact person, and accommodate urgent publication requests. Media placements must be billed strictly on a pass-through basis at the publisher's exact rates, with no markups or handling fees, full disclosure of discounts and rebates, an open-book accounting approach, and original third-party publisher invoices attached to each claim. No publication may proceed without written approval and an official purchase order. All artwork and materials produced become the municipality's exclusive property upon payment. Providers must also disclose any conflicts of interest in writing.
The tender is evaluated in two stages. Stage One assesses completeness of returnable documents and functionality, scored out of 100 points, with a minimum of 70% (63 points) required to proceed. Functionality criteria include prior similar projects in print, online, digital, broadcast and graphic design for the public sector (up to 40 points), company affiliation with a communications profession (20 points), and qualifications and CVs of the account executive (up to 30 points, with additional points for a valid professional registration). Stage Two evaluates price (80 points) and specific goals (20 points) under the 80/20 preference point system, with quotations requested as and when required. Bidders must be registered on the Central Supplier Database, provide a valid SARS Tax PIN, a municipal rates clearance, company registration documents and the mandatory declaration forms. Bids are valid for 90 days, and late, incomplete or unsigned submissions will be rejected. Tender documents are available free from the eTenders portal or at a non-refundable fee of R1,000 from the municipal offices.
Advertising, creative and communications agencies, public relations firms, graphic design studios and digital marketing companies with experience in public sector work, particularly in print, online and broadcast media. Businesses should have a qualified account executive, a CSD registration, a valid SARS Tax PIN and the ability to manage pass-through media buying with full transparency. Local or Mpumalanga-based firms, and EMEs or QSEs within the municipal area, may benefit from specific goals points. Sole practitioners and small agencies may also apply as long as they meet the functionality threshold.
