Onderstepoort Biological Products (OBP) is a Schedule 3B public entity established under the Onderstepoort Biological Products Incorporation Act 19 of 1999. It develops, manufactures and sells animal vaccines, and has a public-good mandate to maintain critical vaccine reserves alongside a commercial mandate to generate financial gain. OBP is seeking a service provider to deliver marketing, public relations and communication strategies and activities over a three-year contract that improve its brand and reputation and increase market demand for its products.
The scope of work spans three areas. Marketing includes brand identity manuals, brand repositioning, exhibition stand design and sourcing for local and international events, influencer marketing, online and e-marketing campaigns, creative services (packaging, point of sale, social media, outdoor, print, animation, video and copywriting), website design, hosting and content management with staff training, SEO, event management, product and initiative launches, market research, sales support materials, and translation into multiple languages. Public relations covers media relations, story pitching, journalist relationship building, content creation, crisis communication planning and response, and community relations. Communication covers an integrated digital-first communication strategy, unified communication platforms, campaign coordination, and media planning and buying across TV, radio, print, outdoor and digital channels. The provider must also deliver complete solutions from concept to final deliverables, and all work product, data and sourced material will belong to OBP at the end of the contract.
Bidders must submit mandatory documents, including one original and three copies of the tender document, CSD registration and tax compliance proof for South African companies (SBD1 for foreign companies), a company profile, proof of pharmaceutical experience, proof of at least three similar projects, and a COID letter of good standing. Evaluation proceeds in three stages: compliance checks, functionality scoring (minimum 80/100 across human resources and account management, exhibition design, creative asset licensing, project management, influencer networks, budgeting and ROI reporting, global marketing experience, relevant experience with a minimum R3 million marketing budget, and crisis communication), and then price (80%) and B-BBEE preference (20%). Responses must be hand-delivered or couriered; faxed or emailed bids are not accepted. Bids remain valid for 120 days. The compulsory briefing takes place on 2 November 2026 at 11:30 at 100 Old Soutpan Road, Onderstepoort, Pretoria, and attendees must arrive on time and wear PPE before entering the premises.
Full-service marketing, advertising and PR agencies with experience in regulated or scientific sectors, public sector clients and high-value campaigns. Suitable bidders should have a qualified marketing team (NQF Level 7 minimum), experience delivering projects with at least R3 million annual marketing budgets, exhibition design capability, a network of media and influencers, and CSD registration with tax compliance. Pharmaceutical or animal health marketing experience is a mandatory requirement. Smaller agencies may suit this tender only through a joint venture or consortium that meets all requirements, and foreign agencies must complete SBD1 and provide international references.
