Richmond Local Municipality seeks a service provider for a 36-month contract to design, draft layout, translate and place advertisements in print media, including Sunday Times, The Natal Witness, Ilanga and the Government Gazette. Bidders must be CSD-registered and score at least 70 points on functionality, with price weighted 80% and specific goals 20%.
Richmond Local Municipality, located at 57 Shepstone Street, Richmond, KwaZulu-Natal, is inviting proposals from suitable service providers for the provision of print media advertising services over a period of 36 months (Tender Reference RLM04/2026/2027). The appointed service provider will be responsible for designing, drafting the layout of, and translating all municipal advertisements to be published in print media specified by the Municipality. Advertisements are expected to cover categories such as job vacancies, tenders, public notices and Government Gazette notices, with publication in the Sunday Times, The Natal Witness, Ilanga and the Government Gazette. The Municipality requires artwork, typesetting and final print-ready copy to meet professional standards and reflect the organisation's image, and the successful bidder must consult with the Municipality after award to agree on logistics, media tariffs and advertising timeframes.
The tender is adjudicated in two stages. In the first stage, functionality is scored out of 100 points, based on the account executive's membership of an advertising practitioners' association (30 points), up to five client appointment letters from the past five years (40 points), and the company's past experience on similar assignments (30 points). Bidders must score a minimum of 70 points to proceed. The second stage applies the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals, including ownership by black people, women, youth and residents within the Richmond Municipality, district, or KwaZulu-Natal. Prices must be quoted in South African Rand, inclusive of VAT, for black and white 1x1 column rates per publication and category, with escalation for years two and three linked to CPI. The Municipality will only pay actual media rates, so bidders must secure the most cost-effective rates and submit proof of actual costs with each invoice.
Bidders must submit a comprehensive company profile, CIPC proof of ownership, a letter of good standing, a recent municipal account or lease agreement (or a sworn affidavit for rural operations), CSD registration proof, reference letters, and completed MBD forms (MBD 1, 4, 6.1, 8 and 9). Failure to submit all compulsory documents will result in disqualification. The bid fee is R634.20 (non-refundable), and tenders must be delivered in a sealed envelope to the official tender box by 10:00 on 9 November 2026, followed by a public opening. Electronic, facsimile and late submissions will not be accepted. Successful bidders should be able to demonstrate capacity to handle high volumes of advertising requests and an understanding of government advertising and local government recruitment requirements.
Advertising agencies, media buying agencies, creative and design studios, and marketing firms with experience in public sector or local government advertising, particularly recruitment and tender advertising, and with established relationships with KwaZulu-Natal print media. Bidders must be registered on the National Treasury Central Supplier Database, have at least five years of relevant experience (or the ability to show comparable assignments), and be able to provide account executives with recognised advertising practitioner association membership. Black-owned, women-owned, youth-owned and locally based EMEs and QSEs are strongly positioned to benefit from the specific goals scoring. Small local agencies with a Richmond or KwaZulu-Natal base may be particularly competitive.
